HomeMy WebLinkAboutPR 21623: SABINE PASS BOAT RAMP REBUILD AND AREA CONSTRUCTION WITH FUNDING PROVIDED BY THE TEXAS PARKS & WILDLIFE DEPARTMENT City of ort rihrrr www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: December 2, 2020 To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Alberto Elefano, P.E., Public Works Director RE: PR 21623: Sabine Pass Boat Ramp Rebuild and Area Construction with funding provided by the Texas Parks& Wildlife Department Introduction: The intent of this Agenda Item is to authorize the City Manager to participate in the grant program and accept funding from the Texas Parks & Wildlife Department (TPWD) of Austin, Texas for the rebuilding of the Sabine Pass Boat Ramp at Broadway Street and S. 1st Avenue, utilizing grant funds from the Harvey Fisheries Disaster Relief Grant Fund. Background: The Sabine Pass Boat Ramp has sustained severe damages over the years from storms and age. This boat ramp provides fishing and access to Sabine Lake and the Gulf of Mexico and it has become hazardous for the public to utilize the facility safely. The goal is to provide three boat ramps and four fmger piers, a floating dock with walkway, expansion of greenspace with a covered fish cleaning station at the water's edge. There is $1M available to the City of Port Arthur in the Harvey Fisheries Disaster Relief grant fund managed by the Texas Parks & Wildlife Department. Budget Impact: Funds for this project are available through a grant from the Harvey Fisheries Disaster Relief grant fund managed by the Texas Parks& Wildlife Department Recommendation: It is recommended that the City of Port Arthur City Council approve PR 21623 for the rebuilding of the Sabine Pass Boat Ramp at Broadway Street and S. 1st Avenue in Sabine Pass, Texas utilizing$1M in grant funding through the TPWD. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PARTICIPATE IN THE GRANT PROGRAM AND ACCEPT FUNDING FROM THE TEXAS PARKS & WILDLIFE DEPARTMENT OF AUSTIN, TEXAS FOR THE REBUILDING OF THE SABINE PASS BOAT RAMP AT BROADWAY STREET AND S. 1ST AVENUE IN SABINE PASS, TEXAS. FUNDING IS AVAILABLE THROUGH A GRANT FROM THE HARVEY FISHERIES DISASTER RELIEF FUND IN THE AMOUNT OF $1M. WHEREAS, the Sabine Pass Boat Ramp has sustained significant damage and disrepair over the years through weather events, usage, and age and is no longer safe; and, WHEREAS, the Sabine Pass Boat Ramp provides access to the Sabine Lake and the Gulf of Mexico for citizens who wish to boat or fish; and, WHEREAS, the Texas Parks & Wildlife Department (TPWD) has $1M in funding through the Harvey Fisheries Disaster Relief Grant available for the City of Port Arthur; and, WHEREAS, the proposed improvements include three boat ramps, four finger piers, a floating dock with walkway, expansion of greenspace and a covered fish cleaning station at the water's edge, See Exhibit A; WHEREAS, approval of PR21623 is herein deemed an appropriate action; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, PR No.21623 10/5/2020 mje Page 2 of 3 THAT, the City Manager of the City of Port Arthur is hereby authorized on behalf of the City to participate and accept funding from the Harvey Fisheries Disaster Relief Grant Fund through the TPWD of Austin, Texas for the grant amount of $1M; and THAT, funding for this project is available in the Harvey Fisheries Disaster Relief Grant from the TPWD; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
