Langford, Director of Development Services RE: P.R. NO. 21689 —A resolution authorizing the closeout and release of retainage for the Development Services Building. Introduction: This agenda item intends to seek City Council's approval of P.R. NO. 21689, authorizing the City Manager to execute the following: • Execute Change Order No. 1 — Decreasing contract amount by $8,788.25 for a new contract amount of$2,489,511.75 for renovations of the Development Services Building located at 300 4th Street (formerly 246 Dallas Avenue); • Authorize the close-out of contract with G&G Enterprises Corp. of Beaumont, Texas, for completion of project; • Authorize the release of retainage for completed project. Background: September 11, 2018, City Council approved Resolution No. 18-371, authorizing the City Manger to enter into an agreement with G&G enterprises of Port Arthur, Texas for the renovation of the City's Development Services Building located at 300 4th Street (formerly 246 Dallas Avenue), Port Arthur, Texas, in the amount of$2,498,300.00. G&G Enterprises have satisfactorily completed the project and have submitted all the necessary documents to close-out the project and request for retainage in the amount of $124,475.59. "Remember,we are here to serve the Citizens of Port Arthur" P.O.Box 1089 X Port Arthur,Texas 77641-1089 X 409.983.8101 X FAX 409.982.6743 A nine-month walk-through will be scheduled with the Architect and Contractor to determine that all warranty items are functioning as required. Walk-through will be scheduled before the end of the year. Any equipment, appliances, etc. that are covered under warranty will be repaired or replaced in accordance with stipulations of warranty documents. Budget Impact: The City of Port Arthur will release retainage fee in the amount of $124,475.59 to G&G Enterprises Corp. of Port Arthur, Texas for the completion and closeout of the Development Services Facility renovation project, and approving Change Order No. 1, decreasing the original contract amount by $8,788.25 for a final contract amount of $2,489,511.75. Recommendation: It is recommended that City Council approve P.R. OF PORT ARTHUR, TEXAS, DECREASING THE ORIGINAL CONTRACT AMOUNT BY $8,788.25 TO THE NEW CONTRACT TOTAL OF $2,489,511.75; AND AUTHORIZING THE CLOSEOUT OF THE CONTRACT, AND RELEASE OF RETAINAGE IN THE AMOUNT OF $124,475.59 FOR THE DEVELOPMENT SERVICES BUILDING RENOVATION PROJECT, LOCATED AT 300 4TH STREET (FORMERLY 246 DALLAS AVENUE); FUNDS AVAILABLE IN CAPITAL IMPROVEMENT ACCOUNT NO. 307-1601-591.82-00; PROJECT NO. 201606. WHEREAS, pursuant to Resolution No. 18-371, the City of Port Arthur City Council authorized the City Manager to enter into an agreement with G&G Enterprises Construction Corp. of Port Arthur, Texas, for the renovation of the City's Development Services Building located at 300 4th Street (formerly 246 Dallas Avenue), Port Arthur, Texas, in the amount of $2,498,300.00; and, WHEREAS, G&G Enterprises Corp. of Port Arthur, Texas recommend approving proposed Change Order No. 1, as delineated in Exhibit "A", removing the remaining contingency amount of $8,788.25 from Contract Amount based on approved CPR's applied to contingency amount of $100,000.00; and, WHEREAS, the Project Manager, Derrick Holland, the Architect, Cade Spell of Long Architecture of Beaumont, Texas, the Fire Marshall, and representatives from the City's Building Inspections Division have inspected the Development Services Facility located at 300 4th Street (formerly 246 Dallas Avenue) and have found the project to be completed satisfactorily, as delineated in Exhibit "B"; and, WHEREAS, G&G Enterprises, Corp. recommend the release of retainage in the amount of $124,475.59, as delineated in Exhibit "C". THAT, the City Council authorized the City Manager to execute Change Order No. 1 decreasing the contract amount by $8,788.25 to a new contract total of $2,489,511.75. THAT, G&G Enterprises Corp. of Port Arthur, Texas has satisfactorily completed the contract, therefore authorizing the release of retainage in the amount of$124,475.59. THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
