NO. 21726 — Designation of authorized signatories for CDBG-DR Contractual Documents Introduction: This agenda item intends to seek City Council's approval of P.R. NO. 21726, designating authorized signatories for contractual documents and documents for requesting funds associated with the Texas General Land Office DR-4332 Community Development Block Grant — Disaster Recovery (CDBG-DR) Program local acquisition contract. Background: The City of Port Arthur is a recipient of the Community Development Block Grant — Disaster Recovery (CDBG-DR) Program allocation for the administration of acquisition of real property located in qualified target areas prone to flooding events for any public purpose, as set forth (24 CFR 570.201(a)). The method of distribution for funding was developed by the Regional Council of Government (i.e., Southeast Texas Regional Planning Commission). Under the terms of the grant agreement, the City is required to approve a resolution designating signatories who are authorized to execute grant documents and the draw- down of funds through the State of Texas' Purchase Voucher System. The resolution must be submitted along with the GLO Depository/Authorized Signatories Designation Form to establish the reimbursement process for grant expenditures. Budget Impact: There is no cost associated with approval of this resolution. Recommendation: It is recommended that City Council approve P.R. NO. 21726, designating authorized signatories for contractual documents and documents for requesting funds associated with the Texas General Land Office DR-4332 Community Development Block Grant — Disaster Recovery (CDBG-DR) Program local acquisition contract. Approval of the resolution is needed to ensure that City personnel can prepare and submit reimbursement requests for grant expenditures, the GLO can process those requests, and the City's authorization to use DR-4332 CDBG funds. WHEREAS, the City of Port Arthur, Texas has received a DR-4332 Community Development Block Grant Program — Disaster Recovery Program award to provide the acquisition of real property, using post-disaster property values in the amount of $4,142,753.00; and, WHEREAS, it is necessary to appoint persons to execute contractual documents and documents for requesting funds from the Texas General Land Office; and, WHEREAS, an original signed copy of the Depository/Authorized Signatories Designation Form is to be submitted with a copy of this Resolution (Exhibit "A"); and, WHEREAS, the City of Port Arthur, Texas acknowledges that in the event that an authorized signatory of the City changes (elections, illness, resignations, etc.), the City must provide GLO with the following: • a resolution stating who the new authorized signatory is (not required if this original resolution names only the title and not the name of the signatory); and • a revised Depository/Authorized Signatories Designation Form. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. P.R. THAT, the Mayor, City Manager, City Secretary, Finance Director, and Assistant Finance Director will be authorized to execute the State of Texas Purchase Voucher and Request for Payment Form documents required for requesting funds approved in the DR- 4332 Community Development Block Grant — Disaster Recovery Program. THAT, a copy of the caption of this Resolution be spread upon the minutes of the City Council of the City of Port Arthur.
