Re: Repair Schedule for Roosevelt Avenue
Roosevelt Avenue from south of Naple Street to norbh of Smith Street had been
heavily damaged by the Utility Operations Department during sanitary sewer line
replacement work this year. We were in frequent contact with them as to when the
work would be finished so that we could reconstruct the street as part of our FY
2002 street work.
When we were advised that the sanitary sewer work was completed, we were in the
midst of trying to complete other streets already begun, and having to do so dudng
some of the worst construction weather any of us has seen. We attempted to
maintain the section of street in reasonable repair until we could reconstruct it.
After opening up the base and making attempts to get it compacted and sealed
before surfadng, we have been plagued with continued poor weather such that the
base material cannot be propedy dded out and compacted. We had worked on it on
Friday, November I and Saturday, November 2 but lost the pdme coat during the
rain that fell on Saturday. In addition, the sanitary sewer line trench along the west
side of Roosevelt has caused some problems with the street work in that it has not
supported good compaction of the base matedal on that side.
We were making every attempt from Wednesday, November 6 to Saturday,
November 9, to get the base material dried out, sealed and surfaced with either a
two-course chip seal or hot-mix asphalt in order to hold it for the winter. However,
we were once again caught by rain and have been unable to dry out the base. l~f
appears that surfacing will not be completed until the week of November 11~'
T feel certain that we will need to come back early next year and rebuild this
particular sec'don when we do the rest of Roosevelt from Highway 73 to 60"~ Street.

SUB]ECT: Repair Schedule for Salisbury Street
Salisbury Street was among a group of ~ts on which numerous complaints had
been received in 2002 or requests were made for reconstruction in upcoming street
programs.
Salisbury Street has experienced a large amount of pot hole patching and minor
repairs and was determined to be a good candidate for base reconsbuction and
resurfacing. Our initial evaluation of the curb and gutters is that little if any will
require replacement.
We have included this street on our preliminary Ci~ Street Program list as a primary
project. The final program list, along with the 29 Year CDBG Street Program, will
be presented to the City Council for consideration in late November or early
December.
