Purchase of 2 New Servers for the Police Department I of 2
RECOMMENDATIONS:
The Police Department recommends that the Port Arthur City Council award the bid for two
new servers for the Police Department to Q A Systems, Inc., of Austin Texas in the amount of
$13,458.00.
BACKGROUND:
The Police Department's present servers are five years old and have reached their useful life
expectancy. Present servers fail to meet the minimum specifications such as the processor
speed, operating memory, and storage memory for the CAD (Computer Aid Dispatching)
Program. It is also too slow and inadequate for departmental needs.
Bids were received from the following vendors on October 30, 2002.

In addition to the bids stated above, the Police Department would like to purchase an additional
hard drive to be installed by Q A Systems, Inc. to the SQL Server. This purchase would serve
as a backup in case of hard drive failure. This additional hard drive will cost an additional $439
which will increase the total to $13,458.
Although Gateway is the lowest bidder for the two servers, they require the Police Department
to purchase an additional server to serve as "parts" in order to honor the warranty service.
This additional server will cost $ 3,217, which will increase the total to $13, 907. The bid from
QA Systems is actually the lowest bid with a total orS 13,458.

BUDGET/FISCAL EFFECT:
Funds are available and budgeted in Account #112-1101-421.92-00 LEBG-01
STAFF/EMPLOYEE EFFECT:
The purchase of these two new servers will speed up response time in data entry, searching for
reports, dispatching and compiling reports. Most importantly it will save valuable time for the
Police Department and increase productivity and efficiency in records management.
