Introduction:
The intent of this Agenda Item is to seek the City Council's authorization for the City Manager to
enter into Community Development Block Grant Coronavirus (CDBG-CV3) agreements in the
amount of$369,690.
The contracts will include the following:
1. City of Port Arthur Health Department for COVID-19 testing
And operating costs $249,185
2. City of Port Arthur Development Services for Security Screening
And install glass panels at customer service counters - $ 43,505
3. Bob Hope School to purchase approximately 200 Chromebooks
And 400 Hotspots for students $ 32,750
4. Catholic Charities to administer a Utility Assistance Program $ 44,250
Total $369,690
Background:
The Department of Housing and Urban Development has awarded funding in the amount of
$369,690 for activities that prevent,prepare for and respond to the Coronavirus.
Budget Impact:
Community Development Block Grant Coronavirus (CDBG-CV3) is the funding source.
Recommendation:
It is recommended that City Council approve the P.R.number 21758 authorizing the City Manager
to enter into an agreement with the City of Port Arthur Health Department for Covid-19 testing
and other activities that prevent, prepare for and respond to the Coronavirus in the amount of
$249,185.00.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A
COMMUNITY DEVELOPMENT BLOCK GRANT — CORONAVIRUS ROUND 3
(CDBG-CV3) AGREEMENT IN THE AMOUNT OF $249,185.00 WITH THE CITY OF
PORT ARTHUR HEALTH DEPARTMENT FOR COVID-19 TESTING AND OTHER
ACTIVITIES THAT PREVENT, PREPARE FOR AND RESPOND TO THE
CORONAVIRUS FUNDED THROUGH THE DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT.
WHEREAS, the CARES Act provides CDBG grantees with flexibilities that
make it easier to use CDBG-CV grants and fiscal years 2019 and 2020 CDBG Grants for
coronavirus response and authorizes HUD to grant waivers and alternative requirements; and,
WHEREAS, the Department of Housing and Urban Development has allocated
$369,690 to the City of Port Arthur for activities that prevent, prepare for and respond to the
Coronavirus; and,
WHEREAS, the CDBG-CV3 grant recipient will include $249,185 to the Port
Arthur Health Department for Covid-19 testing and other activities that prevent, prepare for and
respond to the coronavirus (see Exhibit 1); and,
WHEREAS, the City Council is required to designate an official to sign all
documents in connection with the grant agreement; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is authorized to execute a contract with the City of Port
Arthur Health Department for Covid-19 testing and other activities that prevent, prepare for and
respond to the coronavirus in the amount of$249,185.00,in substantially the same form as Exhibit
1.
THAT said contract is an exact duplicate of the federally funded Community
Development Block Grant sub-recipient contract, which are the standard contracts that the City
will be using, and is hereby incorporated by reference, and said changes are hereby approved.
THAT a copy of the caption of this Resolution be spread upon the minutes of the
City Council.

INTERDEPARTMENTAL AGREEMENT
This Interdepartmental Agreement (Agreement) with the City of Port Arthur Health Department.
PURPOSE
The purpose of this Interdepartmental Agreement is to provide 2020 Community
Development Block Coronavirus (CDBG-CV3)funds to the City of Port Arthur to prevent,
prepare for and respond to the Coronavirus. Expenditures will include installing safety glass
panels in the customer service departments. Funding will also pay the full-time salary for
two security guards. The guards will perform temperature checks for all employees,
contractors,visitors, and members of the public who want to enter the two main entrances
at City Hall.
I. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin January 19, 2021 and end
January 18, 2022.
II. SERVICES PROVIDED
The City of Port Arthur Development Services Department will administer the Community
Development Block Grant Coronavirus (CDBG-CV) Program.
III. BUDGET
The budget is Forty-Three Thousand Five Hundred and Five and No/100 dollars ($43,505).
IV. PROGRAM STANDARDS
Projects undertaken must prevent, prepare for, and respond to the Coronavirus.
V. PROGRAM REQUIREMENTS
This Agreement shall meet one or more of the purposes of the CDBG-CV program, which
includes installing plexiglass panels that prevent the spread of the Coronavirus to City staff
working at the customer service counters in City Hall and the Development Services
departments.
Grant funds will cover the costs for two security guards to monitor the two main entrances
at City Hall.
VI. AMENDMENTS
Any amendments to this Agreement must be made in writing and approved hereto.
