I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Moses gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Regular Session on Tuesday,
September 1, 2020 at 5:32 p.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Thurman "Bill" Bartie; Mayor Pro Tem Charlotte
Moses; Councilmembers Raymond Scott, Thomas Kinlaw, III, Harold Doucet, Sr. and
Kaprina Frank; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney
Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso.
Councilmember Cal Jones was absent from the Regular Meeting.
II. PRESENTATIONS/REPORTS:
REPORT BY CITY MANAGER REGARDING HURRICANE LAURA
AND TROPICAL STORM MARCO
The City Manager gave the above-mentioned report.
III. ITEMS REQUIRING INDIVIDUAL ACTION — NON-CONSENT
B. Ordinances — Non-Consent
(1) P.O. No. 6896 — An Ordinance Extending The Declaration Of
The COVID-19 Disaster Pursuant To §418.108(b) Of The
Texas Government Code
The Mayor introduced the above-mentioned Proposed Ordinance.
Upon the motion of Councilmember Scott, seconded by Councilmember Frank and
carried, Proposed Ordinance No. 6896 was adopted becoming Ordinance No. 20-78.
Voting Yes: Mayor Bartle; Mayor Pro Tern Moses; Councilmembers Scott, Kinlaw,
Doucet and Frank.
Voting No: None.

AN ORDINANCE EXTENDING THE

PURSUANT TO §418.108(B) OF THE TEXAS
GOVERNMENT CODE
IV. PUBLIC HEARINGS AND OTHER REQUIRED ACTION — 6:00 P.M.
(1) To Receive And Consider Public Comment(s) For All
Interested Citizens With Regard To The City Of Port
Arthur's Proposed Annual Operating Budget And Capital
Improvement Program For The Fiscal Year Beginning
October 1, 2020 And Ending September 30, 2021. The Port
Arthur Section 4A Economic Development Corporation's
Operating Budget Will Also Be Considered. The Public Will
Also Be Able To View The Public Hearing Via The City's
Website At www.portarthurtx.gov
THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES
THAN LAST YEAR'S BUDGET BY $635,743 OR 2.93%, AND
OF THAT AMOUNT, $284,589 IS TAX REVENUE TO BE
RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL
THIS YEAR
The Mayor introduced the above-mentioned Public Hearing at 6:01 p.m.
Finance Director Kandy Daniel appeared before the City Council and gave an overview
of the above-mentioned item.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.
No one appeared before the City Council to address the above-mentioned item.
(2) To Consider Taking Action on the Adoption Of The Port
Arthur's Proposed Annual Operating Budget And Capital
Improvement Program For The Fiscal Year Beginning
October 1, 2020 And Ending September 30, 2021
The City Attorney read the following motion into the record:
A Motion That The City Of Port Arthur Postpone The Adoption Of
The Fiscal Year 2021 Proposed Budget In Accordance With
Section 102.007 Of The Texas Local Government Code And The
City Will Take Action With Regard To The Budget At The
September 15, 20200 Regular Scheduled City Council Meeting
Upon the motion of Mayor Pro Tem Moses seconded by Councilmember Kinlaw and
carried, the above-mentioned motion was adopted.
The following roll call vote was taken upon the above-mentioned item:
COUNCILMEMBER DOUCET "Yes"
COUNCILMEMBER FRANK "Yes"
COUNCILMEMBER KINLAW "Yes"
COUNCILMEMBER MOSES "Yes"
COUNCILMEMBER SCOTT "Yes"
MAYOR BARTIE "Yes"
Upon the motion of Councilmember Scott, seconded by Councilmember Frank and
carried unanimously, the City Council closed the Public Hearings at 6:22 p.m.
(3) To Consider Public Comments Pertaining To A Change Of
The Designated Use Of Various Public Parks And Or
Recreation Areas. To Consider The Sale Of Fee Title Or
Interest In Land That The Municipality Owns, Holds, Or
Claims As A Public Park For Fair Market Value Based Upon
A Certified Appraisal, To-Wit: Carver Terrace Park, Civic
Park, Felix & Milton Barker Park, Immigrant Park And
Montgomery Park
The Mayor introduced the above-mentioned Public Hearing at 6:23 p.m.

Parks and Recreation Director Chandra Alpough appeared before the City Council and
gave an overview of the above-mentioned item.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.

Upon the motion of Councilmember Scott, seconded by Councilmember Kinlaw and
carried unanimously, the City Council closed the Public Hearing at 6:27 p.m.

To Provide Advice And Counsel In Connection With The
City's Rights, Duties, Privileges, And Obligations In
Connection With Negotiations With The Port Arthur Police

Receive Legal Advice From The City Attorney Regarding
Potential And/Or Pending Litigation And Other Legal
Matters Involving The City Of Port Arthur

Receive Legal Advice From The City Attorney Regarding
Potential Litigation with Jefferson County
The City Council recessed their meeting at 6:33 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 7:06 p.m. with
the following members present: Mayor Bartle; Mayor Pro Tem Moses; Councilmembers
Scott, Kinlaw, Doucet and Frank; City Manager Burton; City Secretary Bellard; City
Attorney Tizeno and Sergeant At Arms Chief Duriso.
VI. ADJOURNMENT OF MEETING
Upon the motion by Mayor Pro Tem Moses, seconded by Councilmember Doucet and
carried unanimously, the City Council adjourned their meeting at 7:07 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
