Comeaux, P.E., Director of Public Works SUBJECT P.R. #14724 -Drainage Bond Projects DATE. May 14, 2008 RECOMMENDATION: ~ ' I recommend that the City Council approve Proposed Resolution No. 14724, authorizing the projects for the $2,000,000 drainage bond issue. BACKGROUND: Last year, the citizens of Port Arthur authorized the sale of bonds for drainage projects totaling $2,000,000. At the last Council meeting', the Public Works Department presented a list of recommended projects to the City Manager and City Council. BUDGETARY/FISCAL EFFECT: ~ Funding is in the amount of $400,000 is available this year from the sale of the authorized bonds. The remaining $1,600,000 will be sold next January. • I EMPLOYEE/STAFF EFFECT: I , None. A RESOLUTION APPROVING THE DRAINAGE BOND PROJECTS, WITH FUNDING AVAILABLE.-FROM THE DRAINAGE BOND ISSUE IN THE AMOUNT OF $2,000,000.. WHEREAS, the citizens of Port Arthur elected for the City of Port Arthur to issue bonds for Drainage improvement projects in the amount of $2,000,000; and, WHEREAS, a preliminary report on the projects recommended by the Public Works Department has been discussed with the City Council; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL ~OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the. preamble are true and correct; and, THAT; the recommended Drainage projects as discussed with the City Council as shown as Exhibit "A" are, hereby approved; and, THAT, the City staff and Public Works Department.are hereby ihstructed to take all steps necessary to effect these recommendations in a timely and .cost-effective manner; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Comeaux, P.E., Director of Public Works DATE: 23 April 2008 RE: ,Drainage Bond Projects The projects we are recommending for the drainage. bonds are as follows: Procter Street Storm Sewer from Duff Drive to Pecos Avenue $400,000 This project will consist of the construction a storm sewer trunk line as shown in the Turner, Collie & Braden Master Drainage Plan. The installation of this line will greatly reduce the flooding problem that exists in the Lakeview area. Because of the size of the required pipes, this work will be contracted out. , Vista Village Outfall Ditch $250,000 Complete the concrete lining of the remaining,1,000 feet of the Vista Village outfall ditch. Concrete lining the ditch will reduce the maintenance requirements allowing City assets to be utilized in other areas. This will be done by a contractor. Mauve Outfall Ditch $340,000 Widen the existing outfall ditch from Mauve Avenue to State Highway 73 to improve the drainage in .the ,Palomar area. .This project can be completed by City crews or contractor. 2nd Avenue Storm Sewer from 11"' Street to 12"' Street $ 91,000 Replacing the existing pipes and catch basins with larger drains and inlets to City standards to relieve local flooding conditions. This project will be accomplished by City crews. Lee Avenue Storm Sewer from Delaware Drive to lOd' Street $100,000 Replacing the existing pipes and catch basins with larger drains and inlets to City standards td relieve local flooding conditions. This project will be accomplished by City crews. 5th Street Storm Sewer from Trinity Avenue to 13"' Avenue ROW $200,000 This project will consist of the construction a storm sewer trunk line as shown in the Turner, Collie & Braden Master Drainage Plana The installation of this line will greatly reduce the flooding problem that exists in the Lakeview area, and will be by City Crews. Raymond Scott Ave. Storm Sewer from W 19"' Street to Thomas Blvd. $350,000 This project will consist of the construction a storm sewer trunk line to convey stormwater from W. 19'" Street into the existing system south of Gulfway Drive. The installation of this line will greatly reduce the flooding problem that exists in the Westside. This project can be constructed by City crews or by contractor. Purchase of New Track Gradall $250,000 Purchase of this equipment item will allow the construction of the above mentioned projects by City crews. The current machine used for storm sewer construction is a 1993 XL4100 Gradall which is not capable of handling the load of the new construction projects.
