RECOMMENDATION:
The Library recommends that the City Council award Videotex S stems Inc. of Dallas, TX) the bid for a Broadcast
Video System for the City's Government Access Channel in the amount of $20,930.99.
BACKGROUND:
As required by the Purchasing Agreement with Time-Warner (Res. 04-355), the City's Government Access Channel
broadcast equipment has been relocated to the Library. In order to improve operations, broadcast quality, and staff
time required to maintain the channel, bids were solicited for a new video broadcast system. Three following bids
were received.

Videotex Systems, Inc.
Synergy BroadcastSystents
Ahhought it is not the lowest bidder, It was determined that Videotex Systems, Inc. meets the bid specifications the
best. By utilizing asingle-manufacturer solution, Videotex Systems, Inc. product will require less maintenance and
fewer upgrades than Industrial Audio Video, Inc.. Videotex Systems, Inc. system provides a faster connection and
simpler operation than Industrial Audio Video, Inc.. The system provided by Videotex Systems,.Inc. will eliminate
`blue screens' before/after videos are shown and also provides the capability of broadcasting content directly to an
Internet web site.
BLrDGET.9RY/FISCAL EFFECT:
$10,000 is available in 001-1403-5 5 1 92-00 (Library Equipment). The additional $10,930.00 will be paid from
savings Gum other purchases. 'Ihe new video broadcast system will save in costs of maintaining a mare manually-
dtiven system.

STAFFING/EMPLOYEE EFFECT:
The videobroadcast system that was provided by Time-Wazner requires large amounts of manual labor time [o
operate. The new system will reduce the staff time required by permitting scheduled, automated playback of video
content and slides, eliminating the need to attend the system at the beginning and end of every video. The system
and it's content can also be managed and uploaded remotely as needed.
