McMahen, P.E., Director of Public Works DATE: November 22, 2002 SUB]ECT: Relx)rt on City Street Reconstruction Pro, rams Attached are two (2) tables that outline the street projects done from October 1, 2001 to November 16, 2002 under various City and CDBG street programs. The 27th Year Phase TI CDBG projects were ones that were started and completed in the spring and early summer of 2002. These projects were funded by carry-over funds from the 27~ Year into FY2002, to complete the expenditure of the $400,000 budget. $160,039.17 was expended on these carry-over projects. The 28th Year Phase ! CDBG projects were ones that were begun after the notice of available funding in .luly, 2002 and completed by November 16, 2002. The remaining 28m Year projects will be done in the spring and early summer of 2003, with funds carried over from the 28~ Year into FY 2003 in order to complete the expenditure of the $384,000 budget. $165,208.99 was expended on these Phase II projects. The FY 2002 City street projects were completed between early spring and late summer of 2002, with all funding ending on September 30, 2002. $400,000 was budgeted for this program but only $342,529.58 was expended from the street program funds. Approximately $192,000 was expended from street maintenance funds near the end of FY 2002 on streets that could be done without major preparations. Although a number of quality projects were done this year, in addition to those of a more routine nature, the overall production of 9.51 miles was much less than what we had hoped for and are capable of. March through 3une of 2002 provided reasonable working weather with only spotty rainfall during that pedod. 3uly through October of 2002 had rain almost every week, which did not permit any work to be done and it was usually far too wet between rains to make any useful work possible.
