RECOMMENDATION:
I recommend that the City Council approve Proposed Resolution No. 14565. This
Resolution would authorize the filing of a grant with the Federal Transit Administration
for funding for the Transit System.
BACKGROUND:
Each year we apply to the Federal Transit Administration for funding for the Port Arthur
Transit System. It is proposed to use these funds as shown on the attached Program of
Projects. These funds do not have to be spent in the yeaz they aze approved.
BUDGETARY/FISCAL EFFECT:
Over the life of the grant the City will have a $1,021,800 match requirement. This is
20% local match for capital projects and 50% local match for operating assistance. The
City receives funding from the State that provides a portion of this local match.
STAFFING/EMPLOYEE EFFECT:
None
SUMMARY:
I recommend approval of Proposed Resolution No. 14565 authorizing the filing of an
application to the Federal Transit Administration for a grant providing capital and
operating assistance to the Port Arthur Transit System.

RESOLUTION NO.
A RESOLUTION AUTHORIZING FILING AN
APPLICATION WITH THE FEDERAL TRANSIT
ADMINISTRATION FOR FUNDING FOR PORT ARTHUR
TRANSIT
WHEREAS, the Secretary of Transportation is authorized to make grants for mass
transportation projects; and,
WHEREAS, the contract for financial assistance will impose certain obligations upon the
applicant, including the provision of the local share of the project costs in the amount of One
Million Twenty One Thousand Eight Hundred ($1,021,800) Dollazs; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT the Director of Planning is hereby authorized to file electronically an application as
proposed in the Program of Projects, a copy of which is attached hereto as Exhibit "A".
THAT the City Attorney is authorized to provide such Certifications and Assurances as the
Federal Transit Administration may require in connection with the application or project; including,
but not limited to, one-time assurances.
THAT the Director of Planning is hereby authorized to accept said grant agreement.
THAT this Resolution shall be effective on July 29, 2008 unless a person requests a public
hearing.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.

The City of Port Arthur will afford the opportunity for any interested person or agency to
present their views on the proposed projects. Any person requesting a public heazing
must do so in writing and must state the reasons for requesting such hearing. Requests
shall be postmazked no later than July 29, 2008 and addressed to:
