Speaking For: Kimberly Grey, representing Walton Signage, explained that they were requesting a 7ft variance from the 15ft setback from the front property line, which, if granted, would result with the sign being $ft from the Speaking Against: None Johnny Orta moved to close the Public Hearing, seconded by Robert Robbins. Robert Robbins said, "There's no visibility blockage, no detrement to adjacent properties and businesses. It looks good and appropriate for the area. I'm in favor of it." These are located south of Griffin Drive, southeast of Terminal Road, north of Lakeshore Drive and southwest of Proctor Extension Road. The zoning varies is these areas, nevertheless, previous residential use is being replaced. Notices were sent out in compliance with the Texas Local Government Code Section 211 as well as the publication being done on June 10, for the June 26"' meeting more than 15 days prior to the public hearing Applicant- City of Port Arthur. Owner- Various residences so mentioned above 1 and Port Arthur City Council in spite of the lot deficiencies and previous legal non- conformance with the zoning setbacks and housing sizes. RITA proved to be a hardship on a catastrophic scale for the L'S Gulf coast region and rebuilding has not been timely due to the wait for -approval and allocation of funds from the Texas Department of Housing and Community Affairs; in addition to obtaining residents consent to rebuild. BUDGETARY/FISCAL EFFECT: Rita funds will be used to create housing for residents, if not the City has to find lots elsewhere to accommodate these residents that were made homeless by the storm and many cannot afford newer housing or lots. C INTEROFFICE MEMORANDUM To: THE ZONING BOARD OF ADJUSTMENT r~toM: COLLEEN RUSSELL ,DIRECTOR OF PLANNING suslECT: VARIANCES ON LAND SLATED FOR HOUSING RECONSTRUCTUION (B08-04) DATE: 06/16/08 BACKGROUND: The Board of Adjustment is being asked to consider a variance for the following lot(s)/tract(s) in the City of Port Arthur, Jefferson County, Texas. 531-541 Mobile Ave The site is located south of 10~' Street and west of Savannah Avenue on the westside of the City. It is a contiguous set of lots with HC (Heavy Commercial) zoning. Notices were sent out in compliance with the Texas Local Government Code Section 211 as well as the publication was done on June 10, for the June 26~' meeting which is more than 15 days prior to the public hearing Applicant- Port Arthur Mission Owner- Port Arthur Mission RECOMMENDATION: Staff has no objections to this request due to the catastrophic events of Katrina and Rita storms. Rebuilding of commercial and residential structures are encouraged by the State and Port Arthur City Council. Many persons have been left destitute as well as homeless so these voluntary efforts are recognized by the City. The Mission is providing fundamental needs and they require additional storage space. In order for the storage to fit in with the surrounding buildings all ready owned by the Mission ,the ask that the building be well maintained and be earth -tone in color so that it can blend in with the other ezisting structures. BUDGETARY/FISCAL EFFECT: None STAFFING/EMPLOYEE EFFECT: None SUMMARY: The City recommends that this case be considered as long as owner agrees to comply with all other sections of the Subdivision /Zoning Ordinances and Codes for the storage building. ^I I I L~!
