Introduction: The intent of this Agenda Item is to authorize the City Manager to enter into an inter-local agreement between the City of Port Arthur and the City of Groves to collect garbage on Groves availability to provide collection service and on as needed basis from the City of Port Arthur. The City Groves per availability can assist the City of Port Arthur on Tuesday route (HH-Tues), Wednesday route (PA-Wed) and Thursday route (GP- Thurs). See Exhibit"A" for Route Maps. Background: The City of Port Arthur's fleet of garbage trucks has been breaking down and it is taking time to repair the garbage trucks. From time to time, the solid waste division (garbage) has been delayed and has been collecting garbage late or off the schedule. To prevent the delays and collecting garbage off schedule, the Public Works Department reached out to neighboring cities for help in collecting garbage. The City reached out to the City of Groves and per availability is willing to help the City of Port Arthur in collecting garbage. The City of Groves will use the Federal Emergency Management Agency's(FEMA)rates to account for the labor and equipment used. From the FEMA manual the cost of labor and equipment for an operator and a garbage truck is $54.48 and $57.06 respectively. And on average, the City of Groves will provide two (2) garbage trucks and operators to collect garbage. With 10 hour days,the cost per day for two garbage trucks and operators is $2,230.80 per day. In a week it is $6,692.40 and per month is $26,769.60. The City of Port Arthur will be invoiced per month for this service and shall pay the City of Groves within 30 days of the invoiced date. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTER-LOCAL AGREEMENT BETWEEN THE CITY OF PORT ARTHUR AND THE CITY OF GROVES FOR THE PROVISION OF GARBAGE COLLECTION SERVICES FOR CERTAIN ROUTES WITHIN THE CITY OF PORT ARTHUR ON AN AS-NEEDED BASIS, IN AN AMOUNT NOT TO EXCEED $26,769.60. FUNDS ARE AVAILABLE IN RESIDENTIAL COLLECTION (PROFESSIONAL SERVICES) 403-1272-533.54- 00. WHEREAS, the City of Port Arthur is experiencing a shortage in its fleet of garbage trucks due to repair issues which as caused the Solid Waste Garbage Division to undergo delays in the collection of garbage; and, WHEREAS, City of Port Arthur staff has contacted the City of Groves to request assistance on an as-needed basis; and, WHEREAS, the City of Groves has agreed to collect garbage in the areas listed in Exhibit "A" conditioned upon the availability of its equipment and staff; and, WHEREAS, from the FEMA manual, the cost of labor and equipment for an operator and a garbage truck is $54.48 and $57.06 per hour respectively. The average monthly cost of two (2) garbage trucks and operators is $26,769.60; and, WHEREAS, the City of Port Arthur will be invoiced per month for this service and shall pay the City of Groves within thirty (30) days of the invoiced date; and, WHEREAS, the City Council finds it in the best interest of the citizens of the City of Port Arthur to authorize the City Manager to enter into an inter-local agreement between the City of Port Arthur and the City of Groves to collect garbage in the City of Port Arthur (HH-Tues, PA-Wed, and GP-Thurs), conditioned upon the availability to provide service and on an as-needed basis; and, PR No. 21569 11/3/2020 ace Page 2 of 3 WHEREAS, a copy of the Agreement is attached as Exhibit "B"; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City Manager is authorized to enter into an inter-local agreement between the City of Port Arthur and the City of Groves to collect garbage in the City of Port Arthur (HH-Tues, PA-Wed, and GP-Thurs) on Groves availability to provide service and on an as-needed basis and invoiced monthly in the not to exceed amount of $26,769.60; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
