PR 21795: DEMOLITION OF PORT ARTHUR TRANSIT'S DECOMMISSIONED MAINTENANCE BUILDING
City of Port Arthur Transit Department Memorandum To: Ron Burton,City Manager From: Ivan Mitchell,Transit Director Date: February 3,2021 Re: P.R.21795—Demolition of Port Arthur Transit's Decommissioned Maintenance Building Nature of Request: Proposed Resolution No.21795 requests authorization for the City Manager to execute a contract with Jay-B&Group Services,LLC to demolish PAT's decommissioned maintenance building located at 320 Dallas Avenue. Background: Resolution No.20-042 authorized the City Manager to execute a contract with the Construction Managers of Southeast Texas(CMOST)to construct PAT's new maintenance facility and electric bus charging infrastructure and supply specified tools and shop equipment. The substantial completion of PAT's maintenance building is scheduled to occur prior to February 15, 2021. Upon obtaining substantial completion,PAT's maintenance staff will move into the new building and decommission the existing building. PAT's existing maintenance building is located at 320 Dallas Avenue in Port Arthur,Texas. It was originally constructed not later than 1939 and had renovations in 1994 and in 2011. In general,for this building that is a minimum 80 years old,since typical building components have life expectancies of about a maximum of 75 years,it has aged beyond its expected useful life. The building is a steel framed structure with a ridge height of approximately 25 -30 feet encompassing 14,000 square feet. Recommendation: It is recommended that the City Council approve proposed P.R. 21795. This resolution would authorize the City Manager to execute a contract with Jay-B&Group Services,LLC to demolish PAT's decommissioned maintenance building located at 320 Dallas Avenue. The total cost would not exceed$42,665.00 and is fully funded at 100%via TxDOT grant funds. Budgetary/Fiscal Effect: Funding to pay for the purchase would come from 401-1509-561.92-00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH JAY-B & GROUP SERVICES, LLC OF PORTER, TEXAS TO DEMOLISH PORT ARTHUR TRANSIT'S (PAT) DECOMMISSIONED MAINTENANCE BUILDING LOCATED AT 320 DALLAS AVENUE,IN AN AMOUNT NOT TO EXCEED$42,665.00; FUNDS AVAILABLE IN ACCOUNT 401-1509-561.82-00. WHEREAS, PAT has been allotted Texas Department of Transportation (TxDOT) funds to demolish PAT's decommissioned maintenance building; and, WHEREAS, the Port Arthur Purchasing Division advertised in the Port Arthur News on January 2, 2021 and January 9, 2021 issued a Request for Bids to demolish PAT's decommissioned maintenance building; and, WHEREAS, on January 26, 2021 four (4) bids were received and evaluated by Purchasing and PAT, a copy of the Bid Tabulation is attached hereto as Exhibit"A"; and, WHEREAS, PAT is recommending the City of Port Arthur by its City Manager award Jay-B&Group Services,LLC(Jay-B),the lowest responsible bidder,as delineated in Exhibit "A"; and, WHEREAS, a contract agreement between the City of Port Arthur and Jay-B is attached hereto as Exhibit"B". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT,the facts and opinions in the preamble are true and correct. THAT, the City Manager is hereby authorized to enter into a contract with Jay-B & Group Service of Porter, Texas, to demolish Port Arthur Transit's decommissioned maintenance building, in an amount not to exceed $42,665.00, in substantially the same form as attached hereto as Exhibit"B".
