City of Port Arth ur Finance Department Memorandum To: Steve Fitzgibbons, City Manag From: Rebecca Underhill, Director of Date: September 1, 2008 Re: PR 14863 Recommendation I recommend that the City Council adopt Proposed Resolution 14863, approving a contract between the City, Lamar State College-Port Arthur and the Port Arthur Historical Society for the purpose of funding the Museum of the Gulf Coast for the 2008-2009 fiscal year in the amount of $144,336. Background The City provided funding in the amount of $48,000 per year for 1993 through 1997, for the Museum of the Gulf Coast. In fiscal 1998, the funding level increased to $60,000 per year. In the 2001 fiscal year, the funding level increased to $71,000. The Museum received a funding increase to $76,000 for 2007 and 2008. City funding, along with funding from Lamar State College-Port Arthur and the Port Arthur Historical Society, provides the operating budget of the Museum. Due to declining revenues at Lamar State College-Port Arthur, the Museum requested an increase for 2008-2009 (see attached letter). This resolution provides support of $144,336. Budgetary Effect Funds are provided in the 2008-2009 proposed budget to provide for the $144,336 support of the Museum, Hotel Occupancy Tax Account 140-1405-551.59-00 account, Project M97904. Box 310 ~ t Port Arthur, TX 77641 i~~~~ Dear Steve: The purpose of this letter is to request an increase in the City's support level at the Museum of the Gulf Coast. Lamar-Port Arthur and the Society are operating partners with you, as you know, and each underwrites a portion of the annual budget. In the current fiscal year the college is providing 50.89'0, the Society 34.3% and the City 14.9% as shown by the attached. The problem we face next fiscal year is the College will implement a budget reduction of 11% in order to come within available revenue. The enrollment at the College has not recovered from Hurricane Rita and is being further impacted by the industrial expansion as more people are going to work rather than going to school. We support the growth and development here and believe the enrollment will build back within the next five years. Consequently, other sources of revenue have been sought. The Society has approached the Jefferson County Tourism Commission for support and found that marketing is the only element of the budget the Museum would be eligible to apply for. SETAC was also contacted and we determined the only help from this source would be in support of exhibits and programs and the grants are provided on a competitive basis. With the forgoing in mind, the Museum needs operating funds to defray personnel, utility and insurance costs, expenses which are not eligible for reimbursement through the Jefferson County Tourism Commission or SETAC. Therefore, this request is for an additional $68,336 which would help underwrite the 2008-09 budget. Should the City approve this amount, the proportional funding levels would be as shown below and in the attached. It has brought visitors from every continent and helped shape our image as a city in a positive way. THAT, the CITY agrees to fund the PORT ARTHUR HISTORICAL SOCIETY a sum not to exceed $144,336 for the 2008-2009 fiscal year (October 1, 2008 through September 30, 2009). Provided however, said sum shall be reduced if any other entities or persons in addition to the CITY, the SOCIETY and COLLEGE agree to provide a portion of said operating costs. THAT, the SOCIETY hereby agrees to use the funds payable hereunder from the CITY in accordance with the budget attached hereto and incorporated herein as Exhibit "A- I " and said funds shall be used only for public purposes. THAT, the SOCIETY shall keep books of account on all Museum expenses and revenues and shall submit a financial report to the CITY reflecting all receipts and disbursements by the SOCIETY to operate the Museum. THAT tl~e City Manager or his designated representative shall have, upon reasonable notice, the right to inspect all books and records of the SOCIETY. THAT upon termination of the operation of the Museum or dissolution of the PORT ARTHUR HISTORICAL SOCIETY, the Society shall deliver to the City all funds paid under this contract that have not been expended in accordance with this contract.
