I. INVOCATION, PLEDGE & ROLL CALL
Assistant Human Resources Director and Interim Parks and Recreation Director Albert
Thigpen gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Meeting on Tuesday, July 1,
2008 at 4:09 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem Jack Chatman, Jr.;
Councilmembers Elizabeth ~~Liz" Segler, Morris Albright, III and Martin Flood; City
Manager Steve Fitzgibbons, Acting City Secretary Terri Hanks, City Attorney Mark T.
Sokolow and Sergeant At Arms Chief Mark Blanton.
II. *CLOSED MEETING EXECUTIVE SESSION
(1) Section 551.071 Government Code - To Discuss With The
City Attorney Potential Litigation As It Pertains To TEPPCO
(2) Section 551.071 Government Code - To Discuss With The
City Attorney Potential Litigation As It Pertains To Hiring
Practices And Plans In the Fire Department
(5) Section 551.072 Government Code - To Discuss The Value
Of Land At 648 4th Street
The City Council recessed their Special Meeting at 4:11 p.m. to meet in Executive
Session to consider the above-mentioned topics, and reconvened to their Regular
Meeting at 5:52 p.m. with the following members present: Mayor Prince; Mayor Pro
Tem Chatman; Councilmembers Segler, Albright, Flood, Beard and Sinegal; City
Manager Steve Fitzgibbons, Acting City Secretary Terri Hanks, City Attorney Mark T.
Sokolow and Sergeant At Arms Chief Mark Blanton.
Councilmember John Beard Jr. arrived during the Executive Session at 4:37 p.m.
Councilmember Michael "Shane" Sinegal arrived during the Executive Session at 5:20
p.m.

Litigation With Jefferson County As To The Housing Of
Prisoners

Monetary Value Of Office Spaces At City Hall And The City
Hall Annex, As Well As The Value Of Space On The Pioneer

Prospects
The City Council recessed their Regular Meeting at 9:28 p.m. to meet in their Special
Meeting to consider the above-mentioned Executive Session topics. The City Council
reconvened their Special Meeting at 10:53 p.m. with the following members present:
Mayor Prince; Mayor Pro Tem Chatman; Councilmembers Segler, Albright, Flood, Beard,
Wise and Henderson; City Manager Steve Fitzgibbons, Acting City Secretary Terri
Hanks, City Attorney Mark T. Sokolow and Sergeant At Arms Chief Mark Blanton.
Councilmember Dawana K. Wise arrived during the Regular Meeting at 6:21 p.m.
Councilmember Thomas J. Henderson was seated as the Position 8 Councilmember
during the Regular Meeting.
Upon the motion of Councilmember Henderson, seconded by Councilmember Albright
and unanimously carried, the City Council authorized a payment to Jefferson County in
the amount of $257,427 for the housing of prisoners.
Voting Yes: Mayor Prince; Mayor Pro Tem Chatman; Councilmembers Segler, Albright,
Flood, Beard, Wise and Henderson.
Voting No: None.
III. ADJOURNMENT OF MEETING
Upon the motion of Councilmember Beard, seconded by Mayor Pro Tem Chatman and
carried unanimously, the City Council adjourned their meeting at 10:55 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
