ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 78 (PERSONNEL), ARTICLE
II (PERSONNEL POLICY), DIVISION 10 (EMPLOYEE
DEVELOPMENT), SECTION 17-136(A) (CITY EDUCATION
ASSISTANCE PLAN) OF THE CITY OF PORT ARTHUR CODE OF
ORDINANCES
WHEREAS, the City of Port Arthur's Educational Assistance Plan has not been
reevaluated since 2004; and
WHEREAS, tuition and fees assessed by local educational institutions have
increased substantially through the years; therefore, making it only appropriate for the
City to reassess the policy and consider adjusting the reimbursement amount to stay
current with the rising education costs; and
WHEREAS, the City Council of the City of Port Arthur deems it appropriate and
prudent to facilitate the educational growth of its employees; and,
WHEREAS, the City Council further wishes to continue to provide this benefit to
the greatest extent possible to all eligible employees; and,
WHEREAS, the City Council finds it necessary to take action to ensure the
foregoing noting prudent fiscal planning and rising education costs; now, therefore,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That 78-326(a) of the Code of Ordinances of the City of Port Arthur
is hereby amended to read as follows:

"To the extent that educational funds are available in the departmental
budget, the city will reimburse regular employees in part, or in whole, for the cost of
tuition, required student service fees, building and lab fees, up to a maximum of
$3,000.00 per calendar year per employee, for successful completion of
city approved courses at accredited educational institutions recognized by the city as
providing job related training. Reimbursement for the course may occur prior to the
completion of the course; however, upon completion, the employee must provide
proof of attainment of the letter grade of C or better." [changes shown in bold and
underline]
Section 3. That this being an ordinance that does not require publication, it
will be effective immediately upon passage.
Section 4. That all ordinances and parts of ordinances in conflict herewith are
herein repealed to the extent of the conflict.
Section 5. That a copy of the caption of this Ordinance be spread upon the
Minutes of the City Council.
READ, ADOPTED AND APPROVED on this day of March A.D., 2021, at
