EMERGENCY COUNCIL MEETING
MINUTES
The meeting commenced at 6:10 p.m. on September 15, 2008 iri the
lobby of the first floor of Holiday Inn.
The following councilmembers were present at 6:10 p.m.
Mayor Prince
Mayor Pro Tem Chatman
Councilmember Flood
Councilmember Williamson
Councilmember Albright
(Councilmember Henderson came in at 6:35 p.m.)
The following staff members were present at 6:10 p.m.
City Manager
Chief of Police
Director of Public Works
City Engineer
Director of Human Resources
City Attorney
Director of Finance
Clark Colvin of Huntsman was also in attendance.
Chief Blanton gave a report as to Hurricane Ike as well as a
report on damages to city infrastructure and the prospecti~Te
timetable to restore the infrastructure and provide full se'rvice'.
This report included the following:
• City without power
• Damages in neighborhood
• Entergy trying to restart power
• Water supply stayed in operation
• Sewer system is now about 65% on line
• TOTAL, Valero and Motiva are providing fuel
• Not receiving fuel from the State
• Sabine Pass is a total disaster
• DPS and Constables are assisting in patrolling
• Traffic Control Signals are out
• Highway 73 is blocked by 2 barges

• None of the hospitals are open but expect them to open soon
• Concerned as to looting. Arrested 18 looting last night
• At least 18 employees' homes are under water
• Diesel spills in Intracoastal canal
• City fleet is primarily intact
There was general discussion by the City Council as to conclitioris
of the city, public access and fuel shortages.
The City Engineer showed slides of damages
The Director of Finance gave a Report on FEMA and insurancE~
reimbursements for damages caused by Hurricane Ike. She
indicated that we are eligible for 755 reimbursement and staff i.s
working on damage assessment. FEMA owes approximately 2.5
million dollars as to Hurricane Rita, not counting the civic
center. The City Manager expects reserves to drop one million
dollars.
There was general discussion among the Councilmembers as to
reimbursement issues in the City and concerns as to damage~~ to
the marina on Pleasure Island.
A Motion was made by Councilmember Albright to approve P.O. No.
5940, seconded by Council member Williamson with the State of
Emergency and State of Disaster to continue until September' 22,
2008 and with the suggestion of the City Manager until 6:5Ci p.m.

An Ordinance as it pertains to continuing the State of EmeY~gency
and the State of Disaster and authorizing the Mayor and they City
Manager to take all such action as necessary to alleviate t:he
damages caused by Hurricane Ike, Restore Public Services and to
seek aid and assistance from any and all local, state and federal
agencies and declaring an effective date and a penalty..
Voted for P.O. No. 5940: Mayor Prince, Mayor Pro Tem Chatman,
Councilmember Flood, Councilmember Williamson, Councilmembe~r
Henderson and Councilmember Albright.
Motion passed and the Ordinance was adopted.
The Director of Utilities came in and gave a report as to t:he
wastewater treatment plant and water is fine.
Entergy called in and electricity may come in tomorrow.
Clark Colvin of Huntsman made a report on industries. Most; of

them are shut down. He discussed the need for the transmi~~sion
lines to be reinstated and then the refineries can open. F'lare~;
are caused by lack of availability of steam. Appreciates t:he
work of the City.
Motion by Councilmember Williamson, seconded by Councilmemk>er
Albright to adjourn. Motion passed and meeting adjourned pit 7:]_5
p.m.
