HomeMy WebLinkAboutPR 21662: INTER-LOCAL AGREEMENT WITH PORT ARTHUR INDEPENDENT SCHOOL DISTRICT City of Port Arthur Transit Department Memorandum To: Ronald Burton, City Manager From: Ivan Mitchell, Transit Director Date: March 11, 2021 Re: P.R. 21662—Authorization to enter into an inter-local agreement between the City of Port Arthur and the Port Arthur Independent School District Nature of Request: Proposed Resolution No. 21662 requests authorization for the City Manager to enter into an inter-local agreement between the City of Port Arthur and the Port Arthur Independent School District for the sale of a heavy-duty transit bus and spare parts in an amount not to exceed $3,309.49. Background: The Port Arthur Independent School District's (PAISD) Career and Technical Education (CATE/CTE) program is starting a new STEM (Science, Technology, Engineering and Mathematics) Bus Project in 2021. Under this program CATE students will be further prepared to embark on careers in the industrial field. The program is designed to provide students with career options that can and will strengthen student's ability to enter the industrial and refining job force. The STEM program offers the following programs to students: -Auto Mechanic Certification -Welding Certification -Auto Body Certification -Industrial Wood Construction Certification -Computer Technology Certification PAISD has requested consideration for the City of Port Arthur to donate a fully operational heavy-duty bus for a STEM bus conversion. Per FTA policy Port Arthur Transit (PAT) cannot give away and/or donate assets that were purchased with federal funds. Instead, PAT is permitted to enter into inter-local agreements with public entities such as the PAISD for the disposal of assets at a fair market value. PAT is in the process of disposing of retired heavy-duty buses so the PAISD's request can be considered for consideration. Subsequently, PAT and PAISD met to determine which vehicle will function to meet their needs. In addition, PAT has determined it can provide some spare parts such as tires, gauges, and mirrors that are no longer needed. After conducting a comparison of vehicles sold within a year, PAT has determined the fair market value for the bus and spare parts is $3,309.49. Recommendation: It is recommended that the City Council approve P.R. No. 21622, authorizing the City Manager to enter into an inter-local agreement with the PAISD for the sale of a heavy-duty transit bus in an amount not to exceed $3,309.49. P.R. No. 21662 3/11/2021 IM RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTER-LOCAL AGREEMENT BETWEEN THE CITY OF PORT ARTHUR AND THE PORT ARTHUR INDEPENDENT SCHOOL DISTRICT FOR THE SALE OF A HEAVY- DUTY TRANSIT VEHICLE AND SPARE PARTS IN AN AMOUNT NOT TO EXCEED $3,309.49. WHEREAS, the Port Arthur Independent School District (PAISD) has requested to purchase a fully operational heavy-duty Port Arthur Transit (PAT) bus as delineated in Exhibit"A"; and, WHEREAS, PAISD's Career and Technical Education (CATE/CTE) program is commencing a new STEM (Science, Technology, Engineering and Mathematics) Bus Project for the 2021 school year and the heavy-duty bus purchase will function in the program's success; and, WHEREAS, PAT is in the process of retiring its fleet of 35-foot heavy duty transit vehicles that have met their useful life span; and, WHEREAS, PAT and PAISD have inspected and agreed on a specific heavy-duty bus to be sold as part of this inter-local agreement; and, WHEREAS, the Federal Transit Administration permits federally funded transit properties to sell assets under inter-local agreements at a fair market value; and, WHEREAS,a copy of the Agreement is attached as Exhibit "B". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. THAT, the City Manager is hereby authorized to enter into an inter-local agreement between the City of Port Arthur and the Port Arthur Independent School District for the sale of a heavy-duty transit vehicle and spare parts in an amount not to exceed $3,309.49 THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. I am Kenneth Daigre, Instructional Technology Supervisor for the Port Arthur Independent School District, and I am soliciting a dynamic and creative partnership between PAISD and the City of Port Arthur. PAISD's Career and Technical Education (CATE/CTE) program would like to partner with the City of Port Arthur for our new STEM (Science, Technology, Engineering and Mathematics) Bus Project 2021. We are soliciting a donation of a running and fully operational city bus for a STEM bus conversion that our CATE students and teachers will begin in the 2021 school year. We hope to acquire for our platform a city bus that is operational and in fairly good condition. Although the District does have a fleet of school buses there are several reasons why we would like our blank canvas to be a city bus: • Larger interior room for STEM stations and social distancing if needed • Stronger foundation for electrical needs • Stronger frame for added furniture and equipment needed • Improved and more modern exterior for creative student engagement • Large space for integrated UV Ray sterilization This collaboration would also strengthen the partnership with the City of Port Arthur as a positive stakeholder with the innovation of future students entering the industrial and refining job force. CATE students are being prepared to embark on lifelong careers in the industrial field. The program is designed to provide students with career options that can and will strengthen the workforce in Port Arthur.
