Background… On October 8, 2020, the applicant, Henry J. Semour, submitted an application for review and acceptance. Utility Entities were contacted, and responses were received and made part of the application packet. A public hearing was scheduled with the Planning and Zoning Commission for February 1, 2021 at 5:30 p.m. Notices were mailed to adjacent property owners within a 200 feet radius, as well as published in the Port Arthur Newspaper on January 16, 2021. The Planning Commission voted 3:0 to recommend approval of said request. Real Estate Appraisal was ordered on December 11, 2020 and received on February 19, 2021.
