PUBLIC HEARING
ABANDONMENT REQUEST

PORT OF PORT ARTHUR
(Portion of Houston Avenue & 4th Street)

REQUEST…
City Council is being asked to consider an abandonment request
for approximately 1.425-acre portion of the following improved
dedicated public street rights-of-way:
➢Houston Avenue 100’x 380’(0.8723-Acre/38,000 SF)
➢Fourth Street 80’x 300’(0.5509-Acre/24,000 SF)
BACKGROUND…
On November 23, 2020, applicant, Port of Port Arthur, submitted an
application for review and acceptance.
Utility Entities were contacted, and responses were received and
made part of the application packet.
A public hearing was scheduled with the Planning and Zoning
Commission for February 1, 2021 at 5:30 p.m.
Notices were mailed to adjacent property owners within a 200 feet
radius, as well as published in the Port Arthur Newspaper on
January 16, 2021.
The Planning Commission tabled the matter due to one of three
commissioners in attendance recusing themselves because of a
potential conflict of interest or lack of impartiality.
The Commission reconvened on the item on February 15, 2021, a
regularly scheduled meeting, where the Commission voted 3:1 to
recommend approval of said request.
Real Estate Appraisal was completed on October 21, 2020 and
submitted as part of the application packet.
PURPOSE…
The purpose of the
abandonment request is
the manage public traffic
entering into designated
areas owned/controlled
by the Port.

Public Notices were mailed to thirteen (13)
property owners within a 200 feet radius of the
proposed site and published in the Port Arthur
Newspaper on the following dates:
January 16, 2021 (P&Z Commission)

Verbal Opposition: 0
February 27, 2021 (City Council)
Written Opposition: 0
Verbal Opposition: 0 (before public hearing)
