The City Council of the City of Port Arthur met in Regular Session on Monday, April 6, 2021 at 2:03 p.m. in the City Council Chamber, City Hall, Charlotte Moses; Councilmembers Ingrid Holmes, Thomas Kinlaw, III, Kenneth Marks, Sr., and Donald Frank; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmember Cal Jones was absent from the Special Meeting. II. WORKSHOP Grant Program Administrator Mary Essex appeared before the City Council to introduce the following Community Development Block Grant applicants: 2021 Community Development Block Grant (CDBG) Applicant Interviews CASA Court Appointed Special Advocates For Children Requested Amount: $15,000 Alternate Request: $12,500 Liz Wood of Court Appointed Special Advocates (CASA) appeared before the City Council to present their application and answer inquiries regarding program services. Nutrition Services For Seniors Requested Amount: $20,000 Alternate Request: $18,000 Janci Kimball of Nutrition Services for Seniors appeared before the City Council to present their application and answer inquiries regarding program services. Golden Tri-Brothers Outreach, Inc. Requested Amount: $1,438,342 Alternate Request: $755,030 Christopher Thomas of Golden Tri-Brothers Outreach, Inc. appeared before the City Council to present their application and answer inquiries regarding program services. IBN Sina Foundation Requested Amount: $15,000 Alternate Request: $10,000 Liaquat Khowaja of IBN Sina Foundation appeared before the City Council to present their application and answer inquiries regarding program services. Grace Hub Requested Amount: 133,000 Alternate Request: $94,870 Reverend Dr. Simeon Queen of Grace Hub appeared before the City Council to present their application and answer inquiries regarding program services. Tender Loving Care Center for Children DBA Legacy Community Development Corporation Requested Amount: $25,000 Alternate Request: $15,000 Vivian Ballou of Tender Loving Care Center for Children appeared before the City Council to present their application and answer inquiries regarding program services. Catholic Charities of Southeast Texas Requested Amount: $36,100 Alternate Request: $29,500 Carolyn Fernandez of Catholic Charities of Southeast Texas appeared before the City Council to present their application and answer inquiries regarding program services. Julie Rogers "Gift of Life" Program Requested Amount: $13,500 Alternate Request: $10,000 Norma Sampson of Julie Rogers "Gift of Life" Program appeared before the City Council to present their application and answer inquiries regarding program services. Willie Carter Community Outreach, Inc. Requested Amount: $15,000 Alternate Request: $12,000 Johnny Hulin of Willie Carter Community Outreach, Inc. appeared before the City Council to present their application and answer inquiries regarding program services. Port Cities Rescue Mission Requested Amount: $60,000 Alternate Request: $30,000 Ken Hill of Port Cities Rescue Mission appeared before the City Council to present their application and answer inquiries regarding program services. III. ITEMS REQUIRING INDIVIDUAL ACTION — NON-CONSENT (1) P.R. No. 21855 — A Resolution Approving The 2021 Community Development Block Grant Allocations In The Amount Of $1,122,669.00 For The City Of Port Arthur The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Marks and seconded by Mayor Pro Tern Moses that Proposed Resolution No. 21855 be adopted. Councilmember Marks and Mayor Pro Tern Moses rescinded their motion to adopt Proposed Resolution No. 21855. Upon the motion of Councilmember Marks, seconded by Councilmember Kinlaw and carried, Proposed Resolution No. 21855 was tabled. Voting Yes: Mayor Bartie; Mayor Pro Tern Moses; Councilmembers Holmes, Kinlaw, Marks and Frank. Voting No: None. City Council Minutes Special Meeting — April 6, 2021 2 (2) P.R. No. 21861 — A Resolution Authorizing The City Manager To Apply To The U.S. Department Of Housing And Urban Development For A Community Development Block Grant In The Amount Of $1,122,669.00 And A Grant In The Amount Of $276,300.00 In Home Investment Partnership (HOME) Funds And Authorizing The City Manager To Execute The City Of Port Arthur's 2021 Consolidated Annual Plan. The Consolidated Plan Will Be Submitted To The U.S. Department Of Housing And Urban Development The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Marks, seconded by Councilmember Frank and carried, Proposed Resolution No. 21851 was tabled. Voting Yes: Mayor Bartie; Mayor Pro Tern Moses; Councilmembers Holmes, Kinlaw, Marks and Frank. Voting No: None. IV. ADJOURNMENT OF MEETING Upon the motion by Mayor Pro Tern Moses, seconded by Councilmember Frank and carried unanimously, the City Council adjourned their meeting at 4:15 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
