"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton,City Manager From: Adam J Saunders, Civic Center Dir RE: Proposed Resolution No. P.R. 21884 REQUEST: At Rosehill Manor, much repair and maintenance are needed. Some repairs have been completed, and are designated as Phase I. Additional work is needed. The next segment of work is Phase II and it focuses on exterior needs, mainly on the lower half of the building. The City Council approved Resolution Number 20-200 for Phase II work as well as Change#2 in Resolution Number 20-471. It has been determined some additional work to the exterior is needed to complete Phase II. This additional work is to replace a corner column and some support beams. This is needed to adequately support the corner of the porch roof. A change order for this work is needed. Change Order#3 for additional exterior work to complete Phase II in the amount of $2,650.00 will be added. This brings the total for Phase II exterior work to $263,650.00 (original contract amount of$211,000.00, plus Change Order#2 amount of$50,100.00, plus this Change Order#3 of$2,650.00.) ANALYSIS/CONSIDERATION: There are a lot of needed repairs at the building. Additional work is needed to complete Phase II. RECOMMENDATION A resolution authorizing the City Manager to enter into an agreement with American Restoration of Wylie,Texas for Change Order#3 to Phase II repairs and maintenance of the Rosehill Manor in the amount of$2,650.00, bringing the total for Phase II exterior work to$263,650.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 3 TO THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND AMERICAN RESTORATION OF WYLIE, TEXAS, TEXAS FOR PHASE II REPAIRS TO THE ROSEHILL MANOR THAT INCREASES THE CONTRACT AMOUNT BY $2,650.00, BRINGING THE TOTAL FOR PHASE II EXTERIOR WORK TO $263,650.00. FUNDS AVAILABLE IN HOTEL OCCUPANCY TAX FUND ACCOUNT NO. 140-15- 600-5470-00-20-000 PROJECT #H07908 WHEREAS, the City Council approved Resolution No. 20-200 on June 23, 2020, an agreement with American Restoration of Wylie, Texas for Phase II repairs to the Rosehill Manor in the amount of$211,000.00; and WHEREAS, the City Council approved Resolution No. 20-470 on December 22, 2020, for Change Order No. 1 for Phase II repairs to the Rosehill Manor increasing the contract term by four days to a new completion date of May 18, 2021; and WHEREAS, the City Council approved Resolution No. 20-471 on December 22, 2020, for Change Order No. 2 for Phase II repairs to the Rosehill Manor in the amount of$50,100.00, bringing the total of the contract to $261,100.00; and WHEREAS, it has been determined that additional work is needed to complete Phase II work on the exterior of Rosehill Manor; and WHEREAS, the additional work is the replacement of a corner column and some support beams of Rosehill Manor, thus adequately supporting the porch roof; and WHEREAS, American Restoration of Wylie, Texas has submitted Change Order No. 3 for an additional work in an amount of$2,650.00; and WHEREAS, approval of Change Order No. 03 is deemed an appropriate action. That, the City Manager is hereby authorized to execute Change Order No. 3 with American Restoration of Wylie, Texas for Phase II repairs at the Rosehill Manor in the amount of$2,650.00 to a new total of$263,650.00, in substantially the same form as attached hereto as Exhibit"A". Section 3. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. It is our understanding that the Owner has decided not to move forward with the recommendations documented in our February 3 request for change order (RFC) as part of this project, with the exception of a single column structural repair (Column No. 21). Please be advised that most of the porch columns will require structural repair due to wood deterioration most likely caused by leaks through the overlying roof and gutter, as documented in our RFC. We have been instructed by your office to proceed with the contracted scope of work without performing all of the proposed structural repairs identified in the February 3 RFC, including all structural columns and components inspection and repair and the roof replacement. As such, we will reconvene the painting portion of the work this week without addressing any issues not specifically required by our existing agreement. 1.0.
