RE: P.R. 21863: Authorizing the City Manager to enter into a contract with Fittz& Shipman, Inc. of
Beaumont, Texas for professional engineering design services associated with the reconstruction of
the Sabine Pass Boat Ramp.
Introduction:
The intent of this Agenda Item is to seek the City Council's authorization for the City Manager to enter into a contract
with Fittz & Shipman, Inc. of Beaumont, Texas for professional engineering services associated with the
reconstruction of the Sabine Pass Boat Ramp in the amount of$167,600.00.
Background:
The City of Port Arthur was severely impacted by Hurricane Harvey in 2017. One of the areas hardest hit was the
Sabine Pass Boat Launch in Sabine Pass,Texas. The Texas Parks and Wildlife Department(TPWD)has grant funds
available to interested parties who desire to participate in the Hurricane Harvey Disaster Recovery Grant Program.
Under Resolution 20-425,City Council approved participation in the grant program for the Sabine Pass Boat Ramp.
Its improvement will help provide a safer more functional opportunity to navigate Sabine Lake and the Gulf of
Mexico. Fittz & Shipman, Inc. of Beaumont, Texas has been determined to meet the legal requirements set forth in
Chapter 2254 of the Texas Government Code to perform this service. The City Council is being asked to ask the
City Manager to execute a contract in in the amount of$167,600.00 for professional engineering services associated
with design engineering of the Sabine Pass Boat Ramp.
Budget Impact:
Funds are available from Account No. 152-60-415-8525-00-00-000.
Recommendation:
It is recommended that the City of Port Arthur's City Council approve PR 21863 authorizing the City Manager to
enter into an agreement with Fittz& Shipman,Inc. of Beaumont,Texas for professional engineering design services
associated with the reconstruction of the Sabine Pass Boat Ramp in the amount of$167,600.00.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH FITTZ & SHIPMAN, INC. OF BEAUMONT,
TEXAS FOR PROFESSIONAL ENGINEERING DESIGN SERVICES
ASSOCIATED WITH THE PLANNING AND DESIGN OF THE SABINE
PASS BOAT RAMP REBUILD AND AREA IMPROVEMENT FOR THE
NOT TO EXCEED AMOUNT OF $167,600.00; FUNDING IS PROVIDED
THROUGH A GRANT FROM THE TEXAS PARKS AND WILDLIFE
DEPARTMENT (TPWD) AND IS AVAILABLE IN ACCOUNT NO. 152-60-
415-8525-00-00-000.
WHEREAS,the City of Port Arthur was impacted by Hurricane Harvey in 2017,resulting
in significant damages to the Sabine Pass Boat Ramp, located in Sabine Pass, Texas; and,
WHEREAS, the Department of Commerce National Oceanic and Atmospheric
Administration (NOAA) and the Texas Parks and Wildlife Department (TPWD) established
Hurricane Harvey Disaster Recovery Grants for the purpose of improving water access
capabilities; and,
WHEREAS, per Resolution 20-425 the City Council authorized the City Manager to
participate and accept funding from the Harvey Fisheries Disaster Relief Grant Fund through
TPWD of Austin, Texas for the grant amount of$1,000,000.00 for the purpose of reconstructing
the Sabine Pass Boat Ramp; and,
WHEREAS, under Resolution 20-425, City Council approved participation in the grant
program for the Sabine Pass Boat Ramp. Its improvement will help provide a safer more functional
opportunity to navigate Sabine Lake and the Gulf of Mexico; and,
WHEREAS, pursuant to Chapter 2254 of the Texas Government Code, Fittz& Shipman,
Inc. of Beaumont, Texas was selected on the basis of its demonstrated competence and
qualifications to perform the services; and

WHEREAS, Fittz & Shipman, Inc. has agreed to perform the required engineering
services at a fair and reasonable price as required pursuant to Chapter 2254 of the Texas Government
Codes delineated in Exhibit A; now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Council of the City of Port Arthur hereby authorizes the City Manager to
execute a contract for professional engineering design services for the Sabine Pass Boat Ramp to
Fittz& Shipman,Inc., of Beaumont, Texas in the amount of$167,600.00 in substantially the same
form as Exhibit"A".
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
