MINUTES -August 18, 2008 Regular Meeting Fernando Ramirez moved to accept tlhe minutes as presented; item seconded by Inell Moore. Vote: All Yeas, motion passed. II. R08-17 -Fairlea Addition replat of p~ortians of Lots 1-S, Block 12 and portions of lots 11-15 Block 12 (Replat in line with A08-01 for TOTAL Industries of approximately 1.78 acres) City of Port Arthur, Jefferson County, Texas (North of 32nd Street and east of SH 366) Owner -TOTAL Industries. Applicant - A.rceneaux and Gates 724-7888 Pat Avery, representing TOTAL Industries, explained that the few residential neighbors remaining in the Fairlea Addition were first notified about a year ago about the replat for the proposed electrical substation, which is necessary to provide the plant with energy for the expansion. Inell Moore moved to approve the replat. Alma LeBlanc seconded the motion. Vote: All Yeas. Motion approved. III. In addition, this replat will allow acheck-cashing service and other retail/commercial services to occupy the out lot building. R-08-i9 - Replat to allow the Cit3~ of Port Arthur Transit Propane Refueling Station at the southwest corner of Fourth Street and Dallas Avenue - To create a 0.4671 acre Tract 19A by combining; part of existing Lot 19 with all of Lots 20 to 24,131k 137, COPA Addition, Jefferson County, Texas. Port Arthur Transit's new propane refueling station will take up almost a fiill quarter block at the northwest quadrant of the Fourth Street and Dallas Avenue intersection. As a result, the city must replat the lots there to form once tract of land. Fernando Ramirez moved to approve the replat Inell Moore seconded the motion. Vote: All Yeas; motion passed. V. SO8-01 -Sabine Lake Fishing Ladge (S Acres) out of the Dennis Gahagan League Tract 103, A-123. The entire tract is to be utilized as a fishing; lodge +~n Pleasure Island at approximately 3916 South MLK Blvd. Port Arthur, Jefferson County, Texas. Owner: Jerome Webre; Applicant: Jerome Webre Following a failed attempt last year far approval of an RV Park on his property, Mr. Webre submitted preliminary pllans for a fishing lodge in late summier calling for rooms of 400 sq. ft He later leanied that rooms must be a minimum of 560 :sq. ft for units on Pleasure Island, but read not provided us with the new site plan. As a result, commissioners tabled this itemuntil Mr. Webre submits his updated site plan. Inell Moore moved to table item; Fernando Ramirez seconded the motion. Vote: All Yeas. S08-02 -Paradise RV Park Sabine Pass (Less than 5 Acres) The entire tract: is described as 5$10 Dowling Road AKA Tract A, Block 8 Sabine Pass, Viri;ie Berwick -578000-1800-7 Port Arthur, Jefferson County. Fernando Ramirez moved to approve the park. Ineil Moore seconded the motion. Vote: All Yeas; motion passed. VII. S08-03 -Port Acres Mobile Home & RV Park -Preliminary Site Plan - $.059 acres including all of Lot Z and pa~~ts of Lot 9, Block 1Z, Port Acres, Jefferson County, Texas. Commissioner Ramirez questioned ~Nhether previous P&Z approval creating the Mobile Home zoning designation would interfere with the site being considered for an RV Park license that must come from City Council. Senior Planner Pawl Brown said that he couldn't speak to that question since he wasn't on staff during any discussion preliminary to creation of the MH zoning for the land m question. He explained that the city's Zoning Ch-dinance allowed an RV Park by right in an MH zoned district as long as City Council granted the required RV Parkk license. He explained that the applicant's lending source wanted them to design the spacing in the proposed RV Park to accommodate mobile homes instead of just RVs for two reasons: 1.) incase Council failed to grant the RV Park license and ?.,) to allow the park to revert to a Mobile Home Park when the current te~mpora:ry construction workers are no longer in the area. Mr. Ramirez added that he supporl:ed approving the preliminary sitE~ plan to allow the matter to proceed to City Council, which will determine whether to grant the RV Park license. Mr. Ramirez moved to accept the preliminary site plan; Inell Moore seconded the motion. Vote: Ail Yeas. Motion passed, VIII. P08-08 -Preliminary Plat approval for Angei Trace Phase 1, 37.588 Acres of land in the City of Port Arthur, Jefferson County, Texas (North of 58~ Stand West of Ray Ave.). Commissioners raised some questions abaut the possible lack of access, both ingress and egress, for the subdivision. George Newsome said that the access issue would be more completely addressed before the final plat comes before the P&Z Commission. Fernando Ramirez moved to accept the preliminary plat. Alma LeBlanc seconded the motion. Page (3 Vote: All Yeas; motion passed. IX. REPORT FROM DIRECTOR -None, although Mr. Ramirez asked about progress on the West Side Development Plan. Mr. Burton said that Ms. Russell Thad been meeting with Cloteal Haynes before 1Hurricanes Gustav and Ike, but that the issue had been moved to the back burner following the evacuations. X. The Nguyen RV Park is located north of FM 365 and west of Memorial (LJ.S. 69). The City has an RV Ordinance (attached) that allows for RV with special conditions to include adequate lavatories, showers, pazking, and ease of ingress/ingress to include proper fire protection and a minimtnn area of five acres for all new RV pazks. The zoning for this proposal is "I" (Industrial) which allows for all uses except single-family housing. The proposed RV park is part of a lazger development that includes commercial features on the tracts adjacent to FM 365. As a result, the parking and utilities for the RV park are separate from the commercial development areas, which may be sold separately. In addition, the number of pazking spaces and required open space must conform with Texas accessibility standazds (TAS) for the commercial sector. Also, in 2007 the P&Z Commission approved the final site plan for an RV park and numerous reserve commercial parcels in this location as submitted by former owner Scott Monroe. City Council granted a license at that time fora 205-space RV pazllc. Mr. Monroe, however, sold the property before signing the license agreement. At this time, another developer is poised to purchase the property from the party who bought i.t from Mr. Monroe. The new development proposal is similar to the original, but different enough that a new RV park license is being sought now and in the future an altered site plan will be subnutted for P&Z Commission approval.
