Community Development Block Grant (CDBG)
Program Process
1. The Department of Housing and Urban Development (HUD) provides the City with written
notice of its annual CDBG allocation amount.
2. The Grants Management division reviews its five-year Consolidated Annual Plan that
identifies priority projects. (The Consolidated Annual Plan is a document that details goals
and projects for the next five years and adopted by City Council – Last Adopted: Res No.
19-226).
3. The City Manager and staff identify activities that support the goals and priority projects
mentioned in the City’s Consolidated Plan. Activities are budgeted and the remaining
proceeds are allocated for funding of projects submitted by public service organizations
(i.e., 501c3).
4. The Grants Management division advertises in the Port Arthur Newspaper and on the City's
website for public services organizations to submit proposals for the public service section
of the CDBG program.
5. The proposals are submitted to the Grants Management division to review for eligibility
according to HUD's CDBG guidelines.
6. Grants Management creates a spreadsheet that includes City projects and public service
proposals and. The City Manager reviews and ranks the City projects according to priority:
• Public services proposals are rated according to funding availability, past
performance, number of persons served, and the community's priority needs.
7. Staff presents a recommendation to the City Council based on the above criteria.
8. The City Council can accept, modify, or reject the recommendations.
9. Grants Management must submit approved projects to HUD before April 17, 2021.
10. Upon HUD’s acceptance, public services organizations execute affidavits/agreements with
the City of Port Arthur. This is a reimbursable grant; therefore, funding is distributed to
organizations based on reporting and submission of appropriate receipts/documents.
