I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Frank gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Regular Session on Friday, March 12,
2021 at 10:08 a.m. in the City Council Chamber, City Hall, Charlotte Moses;
Councilmembers Ingrid Holmes, Thomas Kinlaw, III, Kenneth Marks, Sr. and Donald
Frank; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R.
Tizeno and Sergeant At Arms Police Chief Tim Duriso.
Councilmember Cal Jones was absent from the Special Meeting.
II. WORKSHOP
City Council Workshop To Discuss: Updating the Capital
Improvement Plan, Financial/Debt Obligation Analysis, Water &
Sewer Rate Structure Analysis, and Solid Waste Impact Fee
Analysis
The Mayor opened the above-mentioned workshop.
Finance Director Kandy Daniel appeared before the City Council to give a presentation
regarding Updating the Capital Improvement Plan.
Attorney Anne Burger appeared before the City Council to give a presentation regarding
the Financial/Debt Obligations Analysis.
Utilities Operations Director Donnie Stanton and Willdan Consultant Dan Jackson
appeared before the City Council to give a presentation regarding the Water & Sewer
Rate Structure Analysis.
Public Works Director Alberto Elefano appeared before the City Council to give a
presentation regarding the Solid Waste Impact Fee Analysis.
Discussion was held regarding the above-mentioned topics with no action taken.
III. ADJOURNMENT OF MEETING
Upon the motion by Mayor Pro Tern Moses, seconded by Councilmember Marks and
carried unanimously, the City Council adjourned their meeting at 12:42 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
