RE: P.O. 6954—FY20-21 Budget Amendment Number 2
Introduction: Budget amendments are requested to increase appropriations in the General
Fund and the General Liability Fund.
$45,000 is requested to increase the appropriation to the General Fund for transfers to Capital
Improvements. Additional funds are needed for the drainage study project due to an
adjustment to the eligible grant percentage. It was originally anticipated that the grant would
be $500,000. However, the amount has been reduced to $455,000.
$205,000 is requested to increase the appropriation in the General Liability Fund. Renewal of
windstorm insurance reflected an increase over last year that was not budgeted. However,
there is sufficient fund balance to cover the overage.
Background: The FY 20-21 budget was approved on September 15, 2020. This is the second
amendment requested for this budget year.
Budget Impact: The above requests will increase the appropriation and decrease the ending
fund balance in the General Fund by $45,000 and the General Liability Fund by $205,000.
Recommendation: The attached Proposed Ordinance No.6954 amends the budget to provide
sufficient funding in the General Fund and the General Liability Fund and we recommend that
the City Council approve it as presented.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY
OF PORT ARTHUR BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1,2020 AND ENDING SEPTEMBER 30,
2021 BY$45,000 FOR THE GENERAL FUND,AND$205,000 FOR
THE GENERAL LIABILITY FUND.
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code; and
WHEREAS, on September 15 2020, the City Council approved and adopted Ordinance 20-82
which appropriated the 2020-2021 budget; and
WHEREAS, on March 30, 2021, the City Council approved and adopted Ordinance 21-27 which
amended Ordinance 20-82;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following funds/departments Budget be increased(decreased) as shown:
General Fund Transfers Out $ 45,000
General Liability Fund $ 205,000
Section 3. That Section 4 of Ordinance 20-82 is amended to read:
That there be and is hereby appropriated the sum of Eighty Six Million, One Hundred Eighty Five
Thousand, Three Hundred Thirty Two Dollars ($86,185,332) to the General Fund for the payment of the
Operating Expenses,and necessary Capital Outlay for the City Government for the following Departments
and uses:

Section 4. That Section 13 of Ordinance 20-82 is amended to read:
That there be and is hereby appropriated the sum of Two Million, Six Hundred Eighteen
Thousand Dollars ($2,618,000)to the General Liability Fund for the payment of claims arising from torts
and other causes of action against the City.
Section 5. That a copy of the caption of this Ordinance be spread upon the minutes of the City
Council.
Section 6. That this Ordinance shall be effective immediately.

Meeting of the City Council of the City of Port Arthur, Texas by the following vote:
