City of /i2ij I /. ort rthur� Texas INTEROFFICE MEMORANDUM UTILITY OPERATIONS DEPARTMENT-ADMINISTRATION Date: April 28, 2021 To: Ronald Burton, City Manager From: Donnie Stanton, Interim Director of Utilities RE: PR No. 21901 —Replacement of Ultrasonic Level Indicators Nature of the Request: At the Water Purification Plant, the eleven (11) ultrasonic level indicators for the chemical bulk storage tanks, finished water ground storage tanks, and raw and transfer pump wet wells are either obsolete or inoperable and must be replaced. The replacements were budgeted for this year as part of an overall repair of inoperable automated systems. Informal bids were requested from companies that would bid on this project for the units, installation, and integration with our current Supervisory Control And Data Acquisition(SCADA) monitoring system. The intent of this Agenda Item is to seek Council's approval to replace the ultrasonic level indicators through Peak Electrical of Port.Neches, Texas. Peak Electrical submitted a quote of $37,870.00. Funding is available in Water Utilities Account No. 410-40-210-8522-00-00-000, Equipment. Budget Considerations: This project will be charged to Water Utilities Account No. 410-40-210-8522-00-00-000, Equipment. Recommendation: I recommend that the City Council approve Proposed Resolution No. 21901 to authorize the replacement of the ultrasonic level indicators in the amount of$37,870.00. A RESOLUTION AUTHORIZING THE REPLACEMENT OF ELEVEN (11) ULTRASONIC LEVEL INDICATORS WITH PEAK ELECTRICAL OF PORT NECHES, TEXAS AT THE WATER PURIFICATION PLANT IN THE AMOUNT OF $37,870.00; FUNDING IS AVAILABLE IN WATER UTILITIES ACCOUNT NO. 410-40-210-8522-00-00-000,EQUIPMENT. WHEREAS, the eleven (11) ultrasonic level indicators for the chemical bulk storage tanks, finished water ground storage tanks, and raw and transfer pump wet wells at the water plant are either obsolete or inoperable and must be replaced; and, WHEREAS, in order to remain in compliance with the City's Purchasing Policy, staff attempted to solicit three quotes; and, WHEREAS, only two quotes were available for the replacement of the ultrasonic level indicators with Peak Electrical being the lowest; and, WHEREAS, Peak Electrical provided the quote in the total projected amount of $37,870.00, attached as EXHIBIT "A", which meets our specifications; and, WHEREAS, the other quote provided by Macaulay containing 2 prices (one for ultrasound and one for radar with radar being the option that was selected) and the installation price is in a separate email proposal with no mention of integration, but their quote is higher without it. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Council of the City of Port Arthur hereby authorizes the replacement of the ultrasonic level indicators at the Water Treatment Plant by Peak Electrical of Port Neches, Texas for the amount of$37,870.00, as delineated in Exhibit "A"; and, P.R. 21901 4/28/21 bw Page 2 of 3 THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. This contract shall be for 6 months from the date stated on the Notice to Proceed. The City can terminate this contract at its convenience which includes, but is not limited to, funding not being available in any budget cycle with thirty (30) days written notice. 2. The Contractor will perform work as stated in the Contract Documents. 3. During the term of this Contract, the Contractor will furnish at his own expense all of the materials, supplies, tools, equipment, labor and other services necessary to connection therewith, excepting those supplies specifically not required of Contractor in the Specifications. 4. The CONTRACTOR agrees to perform all the work described in the specifications and contract documents and to comply with the terms therein for the following cost: Replace ultrasonic level indicators for the Water Purification Plant $37,870.00 5. Programming of new level transmitters and local indicator is included in this proposal. • Peak will notify Water Treatment Plant personnel if any issues are found during time spent onsite. • Any equipment,instruments,drawings,expenses, field work or services not listed in this proposal and added to the project,will be considered an addition to the scope and will be invoiced on a time and material basis. • Taxes are not included in the above quote but will be added when billed, if applicable. • Terms of payment are net 30 days from receipt of invoice. • This proposal is valid for 30 days and maybe revaluated after that time if required. • An estimated three(3)8-hour onsite days are included in this proposal for the removal/installation of the above listed transmitters and local indicators. If additional time is required due to issues found,this proposal may be reconsidered. Equipment Clarifications: • Peak shall provide eleven(11)radar level transmitters and signal indicators to be installed.If any additional instruments are required to be installed,this proposal can be updated. • Level instrument specifications are as follows: Rosemount 5408 Radar Level Transmitter,liquid level measurement type, standard performance class+/-2mm,signal output 4-20mA with HART6,explosion- proof,dust ignition-proof with 751 remote signal indicator,4-20mA input signal,explosion-proof. • This proposal includes time for replacing existing level transmitters/indicators with the above listed transmitters/indicators. If additional time is needed to relocate new transmitters/indicators in order for accurate readings,this time shall be invoiced on a time and material basis. • Rosemount Level Transmitter to be non-contacting radar and specified for the application at each area. Remote signal indicator to be located at ground level for easy viewing. • Existing flexible conduit to be replaced at each instrument. • Existing instrument stand for Hydro Ranger Indicator will be used for new Rosemount Local Indicator. Electrical Contractor Clarifications • The block valves of each level transmitter need to be locked out-tagged out(LOTO)and bled prior to the instruments being removed. • Should owner-specified material manufacturers encounter production delays caused by COVID-19,MMR reserves the right to utilize alternates that meet projected scope, specification,and schedule. Alternates will only be utilized with owner's approval. • This proposal is based upon current market conditions for labor and material.No provisions have been included for escalation. • Security for the plant site and laydown areas will be furnished by others. • Standby time/work stoppage due to plant operations or owners direction shall be billed to the buyer's account on a cost reimbursable basis. • No provisions have been included for costs associated with acquisition of Federal,State,and/or Local Permits. • No provisions have been included for costs associated with issuance of payment/performance bonds or a Letter of Credit.
