RE: P.R. No. 21929 —A resolution calling for a public hearing for a zoning
change.
Introduction:
The intent of this Agenda Item is to request approval of Proposed Resolution No. 21929
calling for a public hearing for a zoning change for approximately 2.754-acres of Land
located on the northwest corner of Procter Street and Woodworth Boulevard (2900
Block of Procter Street across from Rose Hill Park), Port Arthur, Jefferson County,
Texas.
The applicant is requesting to change the zoning from Two-Family (2F) to Light
Commercial (LC) for development of a retail strip center with fueling station.
Background:
The Planning & Zoning Commission will hold a public hearing on Monday, May 17,
2021, at 5:30 p.m., where a recommendation will be made to City Council regarding this
request.
Budget Impact:
None
Recommendation:
It is recommended that City Council approve Proposed Resolution No. 21929 calling
for a public hearing for a zoning change for approximately 2.754-acres of Land located
on the northwest corner of Procter Street and Woodworth Boulevard (2900 Block of
Procter Street across from Rose Hill Park), Port Arthur, Jefferson County, Texas.
The Public Hearing shall be scheduled for June 8, 2021, at 6:00 p.m.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO
CONSIDER A ZONING CHANGE FROM TWO FAMILY TO LIGHT
COMMERCIAL FOR APPROXIMATELY 2.754-ACRE OF LAND
CONSISTING OF LOTS 9 — 17, BLOCK 511, MODEL ADDITION
NO. 2 AND A PORTION OF AN ABANDONMENT RAILROAD
RIGHT-OF-WAY (NORTHWEST CORNER OF PROCTER STREET
AND WOODWORTH BOULEVARD), PORT ARTHUR,
JEFFERSON COUNTY, TEXAS
WHEREAS, the owner/applicant(s) — Nazim H. Momin — is requesting that the City
of Port Arthur consider this zoning change for the area delineated in Exhibit "A" from Two
Family "2F" to Light Commercial "LC" for the purpose of constructing a retail strip center
with fueling station; and,
WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a
public hearing must precede any zoning change.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning will review this case on May 17, 2021 .
THAT a public hearing to consider whether to grant this applicant the zoning
change request on approximately 2.754-acre of land consisting of Lots 9 — 17, Block 511,
Model Addition in Port Arthur, Jefferson County, Texas, as delineated in Exhibit "A" shall
be held on June 8, 2021 at 6:00 p.m. by telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in
the official newspaper of the City before going to the City Council.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
