INVOCATION, PLEDGE & ROLL CALL Councilmember Kinlaw gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Thursday, April 29, 2021 at 10:34 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman "Bill" Bartie; Mayor Pro Tern Charlotte Moses; Councilmembers Ingrid Holmes, Cal Jones, Thomas Kinlaw, III. and Kenneth Marks; City Manager Ron Burton; City Secretary Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmember Donald Frank joined the meeting at 10:40 a.m. II. *CLOSED MEETING (EXECUTIVE MEETING) Closed Meeting: (1) Section 551.071 Government Code — Attorney Consultation To Provide Advice And Counsel In Connection With The City's Rights, Duties, Privileges, And Obligations In Connection With Pending Litigation And Negotiations With The Port Arthur Police Association (PAPA) (2) Section 551.071 Government Code — Attorney Consultation To Provide Advice And Counsel In Connection With The City's Rights, Duties, Privileges, And Obligations In Connection With Pending Negotiations With The Port Arthur Fire Firefighters (IAFF Local No. 397) The City Council recessed their meeting at 10:44 a.m. to meet in Executive Session to consider the above-mentioned topics and reconvened their meeting at 12:32 with the following members present: Mayor Bartie; Councilmembers Holmes, Jones, Marks, and Frank; City Manager Burton; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. III. ADJOURNMENT OF MEETING Upon the motion by Councilmember Holmes, seconded by Councilmember Marks and carried unanimously, the City Council adjourned their meeting at 12:33 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
