Havens, Interim Fire Chief RE: PR 21920 Purchases of Portable Radios and Mobile Radios Introduction: The intent of this Agenda Item is to seek the City Council's approval of Proposed Resolution 21920 authorizing the purchase of Twenty-five (25) Portable Radios from Motorola Solutions of Houston, Texas through HGAC contract RA05-18 for$135,000.00. Background: The current inventory of Fire Department portable radios has met the end of their service life. Parts are scarce or are no longer available and Motorola no longer services APX2500 radios. This purchase is the first part of a three (3) year plan to replace the Fire Department portable radio inventory with Motorola APX6000XE portable radios and their component accessories. The ability to intraoperatively communicate with Port Arthur Dispatch and other public safety entities is a critical need. Budget Impact: This is budgeted item in this FY budget. Funding is available in 001-19-047-8522-00-30-000 Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE PURCHASE OF TWENTY-FIVE (25) PORTABLE RADIOS WITH ACCESSORIES FOR THE FIRE DEPARTMENT FROM MOTOROLA SOLUTIONS OF HOUSTON, TEXAS, THROUGH HGAC CONTRACT RA05-18 , IN THE AMOUNT OF $135 , 000 . 00 ; FUNDING IS AVAILABLE IN ACCOUNT NUMBER 001-19-047-8522-00-30-000 WHEREAS, the Fire Department has found it necessary to purchase twenty-five (25) portable radios with accessories; and WHEREAS, the radios currently in use have reached the end of their service life and are no longer supported; and WHEREAS, Port Arthur Fire Department currently utilizes Motorola radios on the existing radio system; and WHEREAS, the Fire Department must use radios that are compatible with the existing radio system and considers it unfeasible to purchase various brands of radios, causing the department to maintain various brands of batteries, chargers, other ancillary equipment, resulting in higher costs; and WHEREAS, pursuant to Chapter 271 Subchapter D of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and WHEREAS, pursuant to Res . 11-196, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with H-GAC Buy Cooperative Purchasing Program; and P.R. No.21920 05/13/21 rlh WHEREAS, Motorola Solutions has provided a quote for Motorola APX6000XE portable radios with accessories with HGAC Contract RA05- 18 pricing; (see quotes attached hereto as Exhibit "A") ; and WHEREAS, funds are available for this purchase in account number 001-19-047-8522-00-30-000 . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct. Section 2 . That the City Council hereby authorizes the purchase of twenty-five (25) portable radios from Motorola Solutions of Houston, Texas, through HGAC Contract RA05-18, in the total amount of $135, 000 . 00 .
