Havens, Interim Fire Chief RE: PR 21919 Purchases of Hazardous Materials Detection Equipment Introduction: The intent of this agenda item is to seek the City Council's approval of Proposed Resolution 21919 authorizing the purchase of Hazardous Materials Detection Equipment from FarrWest Environmental Supply, LLC of Schertz, Texas in the amount of$112,200.00. Background: In 2009 the Fire Department purchased both a HazmatlD and a Responder RCI Hazardous Materials CBRNE Detection unit. These units were used to classify and identify unknown chemicals during Hazardous Material responses for more than ten (10) years. These two units have now reached the end of their service life. Due to technological changes; repairs and software upgrades are no longer available and must be removed from service. If approved, PR21919 will allow the above-named obsolete detection units to be replaced by a new, state of the art, HazmatID Elite Command unit and Rigaku CGL 1067 Raman chemical identification unit at a cost of$64,950 and $47,250, respectively (total cost $112,200.00). This equipment will be utilized by the PAFD Hazardous Materials Response Team to maintain the capability to identifies unknown harmful substances and allow the PAFD to better protect our community from harm. FarrWest Environmental is the sole source vender for these units and pricing is through HGAC contract#EP11-20. Budget Impact: This is a budgeted item in this FY budget. A RESOLUTION AUTHORIZING THE FIRE DEPARTMENT TO PURCHASE HAZARDOUS MATERIALS DETECTION EQUIPMENT FROM FARRWEST ENVIRONMENTAL SUPPLY, LLC OF SCHERTZ, TEXAS, THROUGH HGAC CONTRACT EP11-20 , IN THE AMOUNT OF $112 ,200 . 00 ; FUNDING AVAILABLE IN ACCOUNT NO. 001-19-047-8522-00-30-00 . WHEREAS, the Port Arthur Fire Department Hazardous Materials Response Team requires the use of advanced hazardous materials detection equipment to classify and identify unknown harmful substances to better protect the community from harm; and WHEREAS , Fire Department' s current classification and identification detection equipment has reached the end of its service life; and WHEREAS, the purchase of a HazmatlD Elite Command identification unit ($64, 950 . 00) and a Rigaku CGL 1067 Raman chemical identification unit ($47, 250 . 00) at a total cost of $112, 200. 00 will meet the unknown chemical classification and identification detection needs of the department; and WHEREAS, FarrWest Environmental Supply, LLC of Schertz, Texas is the sole source provider of these units; and WHEREAS, pursuant to Chapter 271 Subchapter D of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission; and WHEREAS, pursuant to Res. 11-196, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with H-GAC Buy Cooperative Purchasing Program; and WHEREAS, a copy of the quotes with HGAC Contract RA05EP11-20 pricing and sole source letters for these items are attached hereto as Exhibit "A"; and WHEREAS, the Fire Department budgeted for the replacement of this equipment and funds and are available for this purchase in account number 001-19-047-8522-00-30-00 .
