Introduction:
This Agenda Item intends to seek the City Council's approval of P.R.No.21959 that allocates an additional
$16,544.00 for the 2021 Community Development Block Grant(CDBG)Program.
Background:
The Department of Housing and Urban Development allocated $1,122,669 in Community Development
Block funds for Program Year 2021. Resolution #21-129 distributed the funding to various non-profit
organizations and City Departments.
HUD notified the City that additional funding is available for eligible CDBG projects.
Staff Recommendation:
The City Manager recommend that additional funding be allocated to the "Keep the City Clean" Program
that will focus on debris removal,deposing garbage approximately, and improving the City's appearance.
The Grant will cover staff salaries.
Budget Impact:
Community Development Block Grant is the funding source.
Recommendation:
It is recommended that City Council approve P. R. No. 21959.

RESOLUTION NUMBER
A RESOLUTION APPROVING AN ADDITIONAL $16,544.00 IN FUNDING FOR THE
2021 COMMUNITY DEVELOPMENT BLOCK GRANT ALLOCATIONS, INCREASING
THE TOTAL FUNDING AMOUNT FROM $1,112,669.00 TO $1,139,213.00
WHEREAS, pursuant to the Housing and Urban Development Act of 1974, the Public Law
93-383, in April 2021, the City submitted to the United States Department of Housing and Urban
Development (HUD) the 47th (2021 Program Year) allocations in the amount of$1,122,669; and
WHEREAS, per Resolution No. 21-129, the City Council approved the 47th Year
Consolidated Plan for the 2021 Program Year(see Exhibit "A"); and
WHEREAS, HUD has notified the City (see Exhibit "B") that an additional $16,544.00 is
available for project allocation; and
WHEREAS, City Manager has recommended that additional funding be allocated to the
"Keep the City Clean" Program which focuses on debris removal,deposing garbage approximately,
and improving the City's appearance; and
WHEREAS, the City Council is hereby required to designate an official to execute all
necessary documents in connection with allocating the additional funding for the 2021 Program
Year.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,
TEXAS:
THAT, the facts and opinion in the preamble are true and correct; and
THAT, the proposed allocation recommendation of the additional CDBG Fund is hereby
approved and adopted by the City Council to assure compliance with the Housing and Urban
Development Act of 1974, amended Public Law 93-383; and
THAT, the City Council hereby designated the City Manager to sign all necessary
documents in connection with the additional proposed project allocation; and
THAT, a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

A RESOLUTION APPROVING THE 2021 COMMUNITY
DEVELOPMENT BLOCK GRANT ALLOCATIONS IN THE AMOUNT OF
$1,122,669 FOR THE CITY OF PORT ARTHUR.
WHEREAS, pursuant to the Housing and Urban Development Act of 1974. the public
Law 93-383, the City will submit to the United States Department of Housing and Urban
Development(HUD)the 47`h (2021 Program Year) allocations in the amount of$1,122.669; and,
WHEREAS, the 47th Year Consolidated Plan «ill include a proposed list of Projects for
the 2021 program year(see Attachment"A"): and.
WHEREAS, the City Council, is required to designate an official to sign all documents in
connection with the proposed list of Projects for program year 2021.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:
THAT the proposed list of Projects for 2021,see Attachment"A", is hereby approved and
adopted by the City Council of the City of Port Arthur to assure compliance with the Housing and
Urban Development Act of 1974,amended Public law 93-383.
THAT the City Manager is designated to sign all documents in connection with the
proposed list of Projects; and.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

I am pleased to inform you of your jurisdiction's Fiscal Year(FY)2021 allocations for the
Office of Community Planning and Development's(CPD)formula programs,which provide
funding for housing,community and economic development activities, and assistance for low-and
moderate-income persons and special needs populations across the country.Public Law 116-260
includes FY 2021 funding for these programs. Please note that this letter reflects a revised amount
for the Community Development Block Grant and Section 108 borrowing authority.Your
jurisdiction's FY 2021 available amounts are as follows:
Community Development Block Grant(CDBG) $1,139,213
Recovery Housing Program (RHP) $0
HOME Investment Partnerships (HOME) $276,300
Housing Opportunities for Persons With AIDS (HOPWA) $0
Emergency Solutions Grant(ESG) $0
Individuals and families across the country are struggling in the face of four converging
crises:the COVID-19 pandemic,the resulting economic crisis,climate change,and racial inequity.
Through these bedrock programs, CPD seeks to develop strong communities by promoting
integrated approaches that provide decent housing and suitable living environments while
expanding economic opportunities for low-and moderate-income and special needs populations,
including people living with HIV/AIDS. We urge grantees to strategically plan the disbursement of
grant funds to provide relief for those affected by these converging crises and help move our
country toward a robust recovery.
Based on your jurisdiction's CDBG allocation for this year,you also have$5,696,065 in
available Section 108 borrowing authority. Since Section 108 loans are federally guaranteed,this
program can leverage your jurisdiction's existing CDBG funding to access low-interest, long-term
financing to invest in Opportunity Zones or other target areas in your jurisdiction.
HUD continues to emphasize the importance of effective performance measurements in all its
formula grant programs. Proper reporting in the Integrated Disbursement and Information System
(IDIS)is critical to ensure grantees comply with program requirements and policies,provide
demographic and income information about the persons that benefited from a community's
activities, and participate in HUD-directed grantee monitoring. Your ongoing attention to ensuring

complete and accurate reporting of performance measurement data continues to be an invaluable
resource with regard to the impact of these formula grant programs.
