HomeMy WebLinkAboutPR 21972: SUPPORT OF THE COMMUNITY IN POWER AND DEVELOPMENT ASSOICATIONS'S PORT ARTHUR/GOLDEN TRIANGLE ENVIRONMENTAL JUSTICE INITIATIVE INTEROFFICE MEMORANDUM Date: May 20, 2021 To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Staff RE: PR 21972 — A resolution in support of the Community in Power and Development Association's Port Arthur/Golden Triangle Environmental Justice Initiative Introduction: The intent of this agenda item is to seek the City Council's support for the Environmental Justice Initiative of the Community in Power and Development Association. Background: The Community in Power and Development Association (CIDA, Inc.) in conjunction with the Houston Advanced Research Center is engaged in addressing industrial emissions in low income communities. CIDA, Inc plans to submit a proposal to the United States Environmental Protection Agency to address industrial emissions in Port Arthur and the surrounding area and requests that the City of Port Arthur pass a resolution in support of this effort. Budget Impact: None. Recommendation: It is recommended that the City Council pass a resolution in support and in furtherance of CIDA, Inc. objectives. P.R. NO. 21972 05/25/2021 jps RESOLUTION NO. A RESOLUTION IN SUPPORT OF THE COMMUNITY IN-POWER AND DEVELOPMENT ASSOCIATION'S PORT ARTHUR/GOLDEN TRIANGLE ENVIRONMENTAL JUSTICE INITIATIVE WHEREAS, the City of Port Arthur Texas is home to several petrochemical plants and refineries; and WHEREAS, the health, safety and well-being of the City of Port Arthur residents is an ongoing concern given the emissions from the foregoing plants and refineries; and WHEREAS, industrial emissions can have a deleterious effect on the health, safety and well-being of those in close proximity to same; and WHEREAS, the City of Port Arthur and industry desires to work cooperatively to further the health, safety and well-being of employees and area residents; and WHEREAS, the Community in Power and Development Association in conjunction with the Houston Advanced Research Center seeks to present a proposal to the United States Environmental Protection Agency in furtherance of an Environmental Justice Initiative. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARHTUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That it is in the best interest for the City of Port Arthur to support the Environmental Justice Initiative of the Community in Power and Development Association in conjunction with the Houston Advanced Research Center. Section 3. That the City Secretary shall send a copy of this resolution to the Community in Power and Development Association to show support for its Environmental Justice Initiative. Section 4. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council.
