On September 3, 2002, per Resolution No. 02-268, the City
Council approved the expenditure of $50,000 by the Section 4A
Economic Development Corporation for a BOSS Conference.
Attached is P. R. 12056 approving the expenditure by the City
of Port Arthur of $5,000 to sponsor the BOSS Conference. This was
at the request of the Texas Association of Minority Business
Enterprises.

A RESOLUTION APPROVING THE EXPENDITURE BY THE
CITY OF PORT AKTIIul~ OF ~5,000 TO SPONSOR THE
BOSS CONFERENCE (REQUESTED BY THE TEXAS
ASSOCIATION OF MINORITY BUSINESS ENTERPRISES)
WHEREAS, on September 3, 2002, per Resolution No. 02-268, the
City Council approved the expenditure of $50,000 by the Section 4A
Economic Development Corporation for a BOSS Conference; and
WHEREAS, the Texas Association of Minority Business
Enterprises is now requesting a $5,000 Sponsorship from the City of
Port Arthur, as described in Exhibit "A"; and
WHEREAS, per Chapter 380 Local Government Code, the City can
expend funds for Economic Development Programs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ART~.u~, TEXAS:
Section 1. That the facts and opinions in the preamble
are true and correct.
Section 2. That the expenditure of $5,000 for a
Sponsorship by the City of Port Arthur for the BOSS Conference is
herein approved.
Section 3. That a copy of the caption of this resolution
be spread upon the Minutes of the City Council.

As you know, the Port Arthur Economic Development Corporation (PAEDC) has voted to host a
Port Arthur BOSS MEDWEEK International Trade Summit, June 4-6 2003 in Port Arthur,
Texas. PAEDC has committed $50,000.00 to the planning and development of this business
conference. We are requesting an additional $5,000.00 Sponsorship fi.om the City of Port
Arthur. Enclosed is a Sponsor Benefit Packet for your review to determine the benefits of the
sponsorship. We have made tremendous progress thus far in our planning of this conference, as
you will see in the attached schedule of events.
Most importantly, we expect to exceed our contract deliverables as outlined in the enclosed
documentation. I will be returning to Port Arthur January 22 & 23, 2003', for a PABOSS
Steering Committee Meeting, and would like to visit with you on Wednesday, January 22, 2003
in the afternoon. The purpose of the meeting is to give you an updated report of the progress we
have made in planning the conference. In addition, we would like for you to serve on the
PABOSS Executive Steering Committee. If your schedule does not allow you to attend the
meetings, you can send a representative to the January Steering Committee Meeting.
The International focus is making significant headway in the planning progress. Because the Port of
Port Arthur has the unique distinction of being the busiest two-berth port in the word, this will
make a difference in promoting our international trade focus.
Small purchase spot bids will also be made available where the business owner will have an
opportunity to walk away from the conference with a contract in his/her pocket as well as be
exposed to many other contracts and business oppommities. It is expected that over $150,000 in
small purchases will be awarded to the low bidders at the conference.
In addition, your support and participation for this government and small business conference
will help the City of Port Arthur identify areas of concern for small businesses in their need to
do business with you as well as other issues adversely impacting their ability to progress in their
day-to-day operations.
Given your efforts to enhance small and minority business participation in this City and State
and your strong and positive appeal as a role model and leader, a confirmation fi.om you will
lend instant credibility to our program. It will also ensure the type of broad-based support

necessary to make this conference a provocative and successful undertaking. We would certainly

The theme for PABOSS 2003 is "Partnering for Progress and Profit in 2003 and Beyond."
This theme will be highlighted throughout our workshops and seminars in the business and
