Introduction:
This Agenda Item is to inform City Council that the City of Port Arthur is pursuing infrastructure grants from the Texas
Department of Transportation 2021 Transportation Alternatives(TA)and is requesting a 20%match of funds.
The City submitted the following projects—
• Thomas Boulevard Bike/Walking Path(TA)—replace existing path,add trail markings,striping,lighting,
signage. Estimated project cost is$1,391,433.00;20%match is$278,286.60.
• Seawall Drive/Downtown Port Arthur—resurface road, restripe walking and bike paths, add rest areas,
shade structures,trash receptacles. Estimated project cost is$1,209,302.75;20%match is $241,860.55.
Background:
It is the City of Port Arthur's desire to pursue funding opportunities that will improve infrastructure,enhance the quality
of life, and work toward revitalization of communities. To that end, the TxDOT grant program presents an ideal
opportunity for community wide improvements.
Budget Impact:
Participation in the Thomas Boulevard Project and the Seawall Drive Project is 80-20 meaning that the City of Port Arthur
will need to provide a 20%match in funds.
Recommendation:
This is an informational resolution for City Council review.

A RESOLUTION OF NOTIFICATION OF THE CITY OF PORT
ARTHUR'S INTENT TO PARTICIPATE IN THE TEXAS DEPARTMENT
OF TRANSPORTATION'S (TxDOT) 2021 TRANSPORTATION
ALTERNATIVES (TA) GRANTS PROGRAM WITH THE SUBMISSION
OF THE THOMAS BOULEVARD BIKE AND WALKING PATH AND THE
SEAWALL DRIVE SHARED USE PATH AND IS REQUESTING A 20%
MATCH IN FUNDS.
WHEREAS, the City of Port Arthur (City) is aggressively seeking funding
opportunities for infrastructure projects that improves the ability of its citizens to navigate
safely through the community; and,
WHEREAS, the City has identified those areas that citizen have indicated were in
need of infrastructure development, that includes bike paths, walking paths and
sidewalks; and,
WHEREAS, the Texas Department of Transportation (TxDOT) has allotted funds,
that are an 80-20 match, to provide for bicycle paths, shared use paths, sidewalks, and
walking paths for interested cities in the form of grants; and,
WHEREAS, the City of Port Arthur submitted projects for consideration to TxDOT,
they are as follows: Thomas Boulevard Bike/Walking Path (TA), Exhibit A, and the Seawall
Drive Shared Use Path, Exhibit B;
WHEREAS, the estimated construction cost of the Thomas Boulevard
Bike/Walking Path is $1,391,433.00 with the 20% match for the City being $278,286.60;
and,
WHEREAS, the estimated construction cost of the Seawall Drive Shared Use Path
is $1,209,302.75 with the 20% match for the City being $241,860.55; now, therefore,

THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager of the City of Port Arthur is hereby notified of the projects
the City is recommending for the TxDOT TA Grants Program on behalf of the City of Port
Arthur and invites input from City Council and the City Manager; and,
THAT, a copy of the caption of this Resolution No. be spread upon the Minutes of
the City Council.

The City of Port Arthur proposes to upgrade and repair 10,560LF of the existing SUP inside
the Thomas Blvd. esplanade from Houston Avenue to Woodworth Blvd. This upgrade
includes signage, trail markings, lighting, and citizen education.

This proposed project will construct enhancements to the Seahawk Drive shared use path(SUP). The SUP along Seawall Drive will be resurfaced
along with new surface striping to delineate the between the road sections. The existing shared use path(SUP)will be maintained along the Gulf
Intracoastal Waterway side.but the SUP will have space for three or four new rest areas with benches,trash receptacles and shade structures. In
addition,branding banner poles will be installed along Seawall Drive.

Scope:
The City of Port Arthur's 2015 Port Arthur Downtown Revitalization Plan(hereinafter called the
Downtown Plan)establishes a common image for Downtown Port Arthur as a once again livable,healthy
and economically vibrant community destination. Elements of the adopted Downtown Plan focus on
making Downtown Port Arthur a more walkable urban center as an attractive place for residents,
businesses,city services and visitors.
Seawall Drive is a unique linear trail extending south of Lamar State College,adjacent to the Gulf
Intracoastal Waterway.Seawall Drive provides vehicular and pedestrian access along with parking.
However,no significant urban design improvements or site amenities are provided. The Downtown Plan
calls for the existing Seawall Drive trail to be incorporated into a future downtown trail network
encompassing the existing boardwalk and Thomas Boulevard trail,with new trails along Stilwell
Boulevard and a side path trail along 4th Street.
Specifically,this proposed project will construct enhancements to the Seahawk Drive shared use path
(SUP). The SUP along Seawall Drive will be resurfaced along with new surface striping to delineate the
