PROJECT HIGHLIGHTS:
•Harvey PA Projects nearing their end –more focus on appeals and close-out –roads denied
•404 HMGP Drainage Improvement Projects under final phase of construction review and all have
achieved a Benefit Cost Ratio of at least 1.0
•CRF Funding has been received and COVID PA claim is being built for ongoing eligible expenses
•Hurricane Laura expenses are eligible in all categories and damages have been submitted
•Winter Storm damages are restricted to Emergency Protective Measures –damage claims are
developed and submitted for initial review
•Master Drainage Plan project is set for final approval pending completion of annual audit
•BRIC Grant application is in the final funding review step with TDEM –due this month
•CDBG-MIT Application was not funded –no funds awarded to Jefferson/Harris County or Houston
•First installment of funding from American Rescue Plan has been approved (13.8M)

The proposed Master Drainage Plan (MDP) Project under the TWDB, FIF fund is
long overdue for the City of Port Arthur as its last plan was completed in the 1980s
as only an update to an even older plan from the 1970s. Whether its increased
flow capacity, increased retention and detention, or diversion, or if it is the
scientific support necessary to establish appropriate building restrictions and
guidelines to protect the City’s business owners and homeowners, the MDP is a
critical component to the City’s intermediate and long-term planning and
development.

Building Resilient Infrastructure and Communities

The City of Port Arthur's Main WWTP needs addition of a new cloth media filtration
system to replace the existing failed stormwater clarifier. The City of Port Arthur has
already acquired the funding for the planning and design of improvements to the Main
WWTP which includes the proposed AquaStormTM cloth media filtration system and
associated pump station through the Clean Water State Revolving Fund (CWSRF) loan
program from the Texas Water Development Board (TWDB). The BRIC application is to
acquire the construction funding for the AquaStormTM cloth media filtration system and
associated pump station for City of Port Arthur's Main WWTP. This BRIC project will allow
the plant to efficiently and effectively handle wet weather flows, maintain compliance
with the permit limits and protect the water quality of the Sabine-Neches canal into
which the plant discharges its effluent.
