Attached is P.R. No. 12086 authorizing the City Manager and
the Executive Director of the Section 4A Economic Development
Corporation to prepare and advertise a request for qualifications
for a design-build firm for improvements for the new hospital to be
constructed by IASIS Healthcare and for the new 100,000 square foot
Medical Center to be built.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER AND
THE EXECUTIVE DIRECTOR OF THE SECTION 4A
ECONOMIC DEVELOPMENT CORPORATION TO PREPARE
AND ADVERTISE A REQUEST FOR QUALIFICATIONS FOR
A DESIGN-BUILD FIRM FOR IMPROVEMENTS FOR THE
NEW HOSPITAL TO BE CONSTRUCTED BY IASIS
HEALTHCARE AND TO ENCOURAGE THE CONSTRUCTION
OF A NEW MEDICAL CENTER TO BE BUILT ADJACENT
TO TEE HOSPITAL
WHEREAS, the City Manager of the City of Port Arthur and the
Executive Director of the Section 4A Economic Development
Corporation are recommending an incentive package as to encourage
IASIS Healthcare to build a new hospital in Port Arthur and to
encourage the construction of a new 100,000 square foot Medical
Center in the area described in Exhibit ~A"; and
WHEREAS, the City Council deems it in the best interests of
the citizens of Port Arthur to approve an incentive program for the
development of a new 'state of the art" hospital, to cost
approximately eighty million dollars; which will be built by IASIS
Healthcare; and
WHEREAS, employees to be hired or retained at the hospital and
at the Medical Center are estimated in excess of 600; and,
WHEREAS, pursuant to Chapter 380 Local Government Code,
V.T.C.A., the City Council can make loans and grants of public
money and provide personnel and services to promote local economic
development and to stimulate business and commercial activity in

the City; and
WHEREAS,

NOW THEREFORE, BE IT RESOLVED BY TEE CITY COUNCIL OF THE CITY
TEXAS:
That the facts and opinions in the preamble are

Corporation to prepare and advertise a request for qualifications
for a design-build

by placing soil with an appropriate Plasticity Index (PI)
manipulated to the required density for building pad,
parking area and open areas.
Storm sewer system, exclusive of a retention and/or
detention system, provided throughout the site as
required by the code-enforcing authorities having
jurisdiction. Two (2) fifteen (15") inch lines for the
proposed building roof areas and all other lines sized
for site facilities drainage shall be provided.

Sanitary sewer system provided to a point five feet (5')
outside the hospital building at two (2) locations. Two
(2) eight inch (8") sanitary sewer lines shall be
supplied to the site of the hospital and one eight inch
(8") sanitary sewer line shall be supplied to the site of
the medical office building. The sanitary sewer system
shall be provided as required by the code-enforcing
authorities having jurisdiction.
Domestic water system line (including meter and tap
and/or impact fees) provided to a point five feet (5')
outside the hospital building as determined by building

hospital shall be six inches (6") in diameter and the

Texas Department of Transportation standards shall be
designed and built as to provide access to the front side
of the hospital

provided to the side of the hospital.
The City will be responsible for obtaining all necessary
rights-of-way for the roads.
Building permit fees, tap fees, impact fees, etc., as
required by the City of Port Arthur will be waived or
paid by the City.
Section 3. That the City Manager and the Executive
Director of the Section 4A Economic Development Corporation shall
qualify and then evaluate the responses and information provided by
the offerors, subject to final approval of the City Council and the
Board of Directors of the Section 4A Economic Development
Corporation, all in accordance with Section 271.119 of the Local
Government Code. The final selection of a design build firm will
also be contingent on all necessary and appropriate agreements with
IASIS and the landowners.
