TYPES OF DELINQUENCIES

LOCK FOR NON-PAYMENT/CUT OFF
•Delinquencies are an ongoing issue within the City of Port Arthur. Lock for non payments are issued on a monthly basis (except for the natural disasters and pandemic).
•Customers that fall into this category are expected to pay the past due balances in full or they may opt for a payment plan agreement. Once the payment or agreement is made, the customers water service is unlocked.
•On average, the City may lock between 1,000 and 1,300 customers a month. This is a major change from years past when the City was only locking 125 customers over a three-month period for all routes (2015-2016).
PAYMENT PLANS
•Ordinance Sec. 110-254 States, if a residential utility account balance is $250.00 or more, a payment plan requiring 50 percent down with the balance to be paid in 12 equal payments may be available as approved by the billing manager. These additional monthly payments will be paid in conjunction with their current monthly bill.
Ex: $1,000.00 balance, down payment of 50 percent = $500, the remaining balance of $500 will be paid using a 12-month payment plan of $42.00 a month plus current bill at $60.00 = $102.00 per month. The current bill amount will vary based on consumption.
•Most of the customers requesting this option usually opt for the full 12-month period which leads to the longer payoff time. During this time period customers may default and therefore will be subject for disconnection.
•Payment plans are a constant and will remain in the delinquencies for a longer time due to assisting customers.
