ORDINANCE NO.
AN ORDINANCE AMENDING SECTION 2-31 OF THE CODE OF
ORDINANCES BY ADDING SUBSECTION (I) AS IT PERTAINS TO
REPORTS ON ITEMS OF COMMUNITY INTEREST TO THE CITY
COUNCIL AGENDA AS SET FORTH IN 551.0415 OF THE TEXAS
GOVERNMENT CODE.
WHEREAS, current with legislation from the 2021 Regular Session, Section 551.0415
became effective as of May 15, 2021; and
WHEREAS, pursuant to Section 551.0415 of the Texas Government Code, a quorum of
the governing body of a municipality or county may receive from staff of the political subdivision
and a member of the governing body may make a report about items of community interest during
a meeting of the governing body; and
WHEREAS,possible action is not discussed in conjunction with the information provided
in the report; and
WHEREAS, "items of community interest" include:
(1) expressions of thanks, congratulations, or condolence;
(2) information regarding holiday schedules;
(3) an honorary or salutary recognition of a public official, public employee, or other
citizen, except that a discussion regarding a change in the status of a person's public
office or public employment is not an honorary or salutary recognition for purposes of
this subdivision;
(4) a reminder about an upcoming event organized or sponsored by the governing body;
(5) information regarding a social, ceremonial, or community event organized or
sponsored by an entity other than the governing body that was attended or is scheduled
to be attended by a member of the governing body or an official or employee of the
political subdivision;and
(6) announcements involving an imminent threat to the public health and safety of people
in the political subdivision that has arisen after the posting of the agenda.
WHEREAS, the City Council now desires to amend Section 2-31 of the Code of

Ordinances to provide for the reporting of items of community interest by adding Subsection(i)to
as specifically delineated in Exhibit"A".
NOW THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That Section 2-31 of the Code of Ordinances is herein amended by adding
Subsection(i)as delineated in Exhibit"A". Reports on items of community interest are limited to
two (2) minutes per person.
Section 3. That a copy of the caption of this Ordinance be spread upon the Minutes of
the City Council.
Section 4. That this being an Ordinance amending an Ordinance which does not carry
a penalty, and does not require publication, it shall take effect immediately from and after its
passage.

2-31(i): Inclusion of"Items of Community Interest":
a. The City Council agenda shall include a section entitled "Reports On Items Of Community
Interest." During this portion of the City Council meeting, the City Council may receive
from City Staff and a member of the City Council a report about items of community interest
during a meeting of the City Council.
b. Possible action is not discussed in conjunction with the information provided in the report.
c. Reports are limited to two (2)minutes per person.
d. Items of community interest include:
(1) expressions of thanks, congratulations, or condolence;
(2) information regarding holiday schedules;
(3) an honorary or salutary recognition of a public official,public employee,or other citizen,
