Contract
Introduction:
The intent of this Agenda Item is to seek the City Council's authorization for the City Manager
to approve amendment number 3 to the Software As A Service Agreement(SaaS)with Tyler
Technologies to add the Virtual Court and Case Management Bundle to the Incode Court
implementation. The virtual court module will allow for secure virtual court sessions. Virtual
court sessions will enable defendants, who cannot be physically present for various reasons
such as health issues, lack of childcare, location, and inability to miss work,to engage in court
proceedings. Parents and legal guardians of juveniles, along with defense attorneys,would be
able to engage as full participants during virtual court sessions.
The Case Management Module provides online case resolution tools such as real-time case
status and automated payment plans. It would also provide defendants with the ability to:
accept pleas, request driving safety course(DSC), extensions, and deferrals for resolving cases
online.
The Virtual Court and Case Management Modules provide tools that work together to help
courts resolve cases quickly and efficiently and provide easily accessible information and
services to defendants.
Background:
On September 10, 2019, City Council approved Resolution 19-392, an agreement with Tyler
Technologies to implement an Enterprise Resource Planning (ERP) system and Municipal
Court System. The agreement included the Tyler Incode Court system. The list of modules
acquired for the system did not include the Virtual Court and Case Management modules.
Tyler is offering the two modules as a cost savings bundle of$9,900 per year.
Budget Impact:
The Virtual Court and Case Management bundle would eliminate the already included Court
Online component,with an annual cost of$1260 per year. Therefore the $9,900 annual cost for
the bundle would require an additional annual cost of$8,640. The additional total cost for
years 2021 —2024 would be $34,560.00.

Based on the $57,898 cost reduction provided through amendment#2 (Resolution 21-148),
funds for years 2021 - 2024 are available in the ERP Replacement Project#IT1006-OTH-EQU
of the Capital Account 307-09-023-8522-00-10-000-.
Recommendation:
It is recommended that City Council authorize the City Manager to execute the amendment to
the Software As A Service Agreement with Tyler Technologies to add the Virtual Court and
Case Management Bundle.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
AMENDMENT NO.3 TO THE SOFTWARE AS A SERVICE AGREEMENT
WITH TYLER TECHNOLOGIES TO ADD THE VIRTUAL COURT AND
CASE MANAGEMENT MODULES FOR THE INCODE COURT SYSTEM
FOR AN ADDITIONAL ANNUAL AMOUNT OF $8,640.00. FUNDS
AVAILABLE IN CAPITAL IMPROVEMENT PROJECT NO.IT1006-OTH-
EQU ACCOUNT 307-09-023-8522-00-10-000
WHEREAS,the City of Port Arthur entered into an agreement with Tyler Technologies
to implement an Enterprise Resource Planning System, approved by Council Resolution 19-392;
and
WHEREAS, the agreement included the Incode Court system; and
WHEREAS, the Virtual Court and Case Management modules were not included; and
WHEREAS, implementation of the Virtual Court and Case Management bundle would
eliminate the need for the Online Court component included in the original agreement for an annual
cost of$1,260; and
WHEREAS,Tyler Technologies is offering a Virtual Court and Case Management bundle
for the annual amount of$9,900; and
WHEREAS, the Virtual Court and Case Management bundle annual amount of$9,900
minus the Online Court component cost of$1,260 would result in an additional cost of$8,640 per
year; and
WHEREAS, the Virtual Court and Case Management modules would provide tools that
work together to help courts resolve cases quickly and efficiently and provide easily accessible
information and services to defendants; and
WHEREAS, the agreement for the Virtual Court and Case Management bundle is in
substantially the same form as attached hereto as "Exhibit A".
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:

Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That, the City Council hereby authorizes the City Manager to execute
Amendment No. 3 with Tyler Technologies to add the Virtual Court and Case Management
bundle, in substantially the same form as attached hereto as Exhibit"A".
Section3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
