RE: Approval to terminate the contract with Laura Emmert, MLT for the Port Arthur
Health Department Lab due to retirement.
Nature of the Request: The Health Department utilizes a part-time Medical Laboratory
Technologist to support the clinical operations for Adult Health Services (STD Clinic), Public
Health Nursing, Employee Health Services, and Tuberculosis clinics. The current Medical
Laboratory Technologist is retiring before her contract expires.
Staff Analysis, Considerations: Ms. Emmert has been the part-time contract Medical
Technologist for the Port Arthur Health Department since 2010. Ms. Emmert will retire effective
July 30, 2021, and another Medical Technologist is being recommended to fulfill the duties in
the City's Laboratory.
Recommendations: It is recommended that the City Council approve Proposed Resolution No.
22031 terminating the contract between the City of Port Arthur and Laura Emmert due to the
retirement of said employee.
Budget Considerations: Council approved the FY 2021 contract with Laura Emmert on July 21,
2021per Resolution No. 20-235, and now Ms. Emmert will retire effective July 30, 2021. The
remaining funds will be used to pay the staff who replaces Ms. Emmert.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
TERMINATE THE AGREEMENT FOR INDEPENDENT
PROFESSIONAL SERVICES BETWEEN THE CITY OF PORT ARTHUR
AND LAURA KAY EMMERT, MEDICAL LABORATORY
TECHNOLOGIST,DUE TO HER RETIREMENT.
WHEREAS, Ms. Laura Kay Emmert, Medical Laboratory Technologist (MLT), has been
performing the laboratory duties for the City of Port Arthur's Health Department since 2010; and,
WHEREAS, pursuant to Resolution No. 20-235, the City entered in an agreement with
Ms. Emmert to continue providing said services; however, Ms. Emmert has announced her
retirement effective July 30, 2021; and,
WHEREAS, it is deemed in the best interest of both the City and Laura Kay Emmert to
terminate said agreement due to the effective retirement date preceding the contract's end date;
and,
WHEREAS, City will be contracting with another Medical Laboratory Technologist to
continue to fulfil the duties for the Health Department.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PORT
ARTHUR:
Section 1. That the facts and preamble are true and correct.
Section 2. That the City Manager and Director of Health are hereby authorized to
terminate the Agreement with Ms. Laura Kay Emmert, MLT effective July 30, 2021.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
