BACKGROUND This is one of our Phase II SSES projects that was developed and designed in-house. The City's largest and most active remaining constructed wet-weather overflow is located at the intersection of 9`h Ave. & 38s' St., where the 39`" St. Lift Station discharges into an overloaded gravity sewer line. In order to eliminate this SSO, we propose to construct a new 6" force main from the LS along 39'" St. to the KCS right-of--way and tie into an existing 24" force main. This will allow this sewage to bypass two lift stations (& their collection systems) and still reach the same dischazge point. Our bid package included options for conventional open-cut or directional bore construction. This allowed contractors to provide their best bid proposals, while allowing the City to make the best use of available funding. We received the following four (4) bids on November 20, 2008: Bidder Total Bid ALLCQ, Inc. $195,974.00 Beaumont, TX SIMCO Enterprises, LTD $120.650.00 Groves, TX Excavators & Constructors, LTD $222,835.00 Port Arthur, TX Huff & Mitchell, Inc. $211,500.00 Cypress, TX BUDGET/FISCAL EFFECT Funds aze available in Fund No. 426-1625-532.83-00, Project No. 426013. STAFF/EMPLOYEE EFFECT City staff designed and will oversee this project. SUMMARY I recommend that the CiTy Council approve Proposed Resolution No. 15029 authorizing the execution of a contract with SIMCO Enterprises, LTD, of Groves, Texas, in the amount $120,650 for the 39`" St. LS Force Main Diversion Project No. 426013. P.R. No. 15029 12-08-08 RESOLUTION NO. A RESOLUTION AWARDING A CONTRACT AND AUTHORIZING THE EXECUTION OF SAID CONTRACT IN THE AMOUNT OF $120,650.00 FOR THE 39`h STREET LIFT STATION FORCE MAIN DNERSION PROJECT NO. 426013, BETWEEN THE CITY OF PORT ARTHUR AND SIMCO ENTERPRISES, LTD, OF GROVES, TEXAS, ACCOUNT N0.426- 1625-532.83-00, PROJECT NO.42(013. WHEREAS, the City is currently under an Agreed Order with the TCEQ to rehabilitate its sanitary sewer system; and, WHEREAS, there exists a need to divert sewage from the 39`h St. lift station in order to eliminate a constructed Sanitary Sewer Overflow; and, WHEREAS, the City of Port Arthur advertised and received bids from four contractors for the 39`h St. LS Force Main Diversion Project No. 426013; and, WHEREAS, a copy of the bid tabulation is attached hereto as Exhibit "A"; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur hereby awazds the contract for the 39`h St. LS Force Main Diversion Project No. 426013 to the lowest bidder to-wit; SIMCO Enterprises, LTD, of Groves, Texas, for sewer line construction at $120,650.00; and, THAT the City Manager of the City of Port Arthur is hereby authorized to execute on behalf of the City of Port Arthur a contract between the City of Port Arthur and SIMCO Enterprises, LTD in the amount of $120,650.00, a copy attached hereto as Exhibit "B"; and, THAT the contractor shall not proceed on any phase or segment of this work until a Notice P.R. No. 15029 12-OS-08 Page 2 of 3 to Proceed is issued with receipt of performance and payment bond and certificate of insurance; and; THAT the said contract is an exact duplicate of a City Standard Form contract except for the changes (if any) shown in the Certificate of Standazd Form Contract, a copy of which is attached hereto as Exhibit "C", and said changes aze hereby approved; and, THAT the contractor shall sign the contract documents as well as this resolution agreeing to the terms hereof; and, THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
