At Rosehill Manor, much repair and maintenance are needed. Some repairs to the building have been
completed and designated as Phase I and II. Additional work is needed. Phase III will focus on damages
caused by Hurricane Laura and Delta. This work will mainly be on the upper deck. In order to maintain
the historical nature of the building, and to insure any possible future grants and/or tax credits are
available, a plan for these repairs must be submitted for approval by the Texas Historical Commission.
Labiche Architectural Group of Beaumont, Texas will provide the needed paperwork and drawings
required, as well as walk this through the approval of the Commission. The cost of this is $34,000.00
plus reimbursables not to exceed$2,500.00.
ANALYSIS/CONSIDERATION:
There are a lot of needed repairs at the building. The damages from Hurricane Laura and Delta mainly
did damage to the railing and surface of the second level deck/porch. This work has been designated as
Phase III. Since this damage to the railing has caused an unsafe environment, the repairs need to be
completed. Insurance money has not yet been finalized from these two storms for Rosehill Manor. The
cost related will be reimbursed from any insurance payments to the City.
Any repairs done must be part of an approved plan submitted to the Texas Historical Commission. Doing
this ensures the City will be eligible for any future grants or tax credits we may pursue. Labiche
Architectural Group has done a previous study and report on Rose Hill Manor, as well as Phase I and
Phase II repairs, so they are familiar with the building. They also have experience putting together the
paperwork, drawings, etc. needed. They also have experience dealing with the Texas Historical
Commission and getting their approval.
RECOMMENDATION
A resolution authorizing the City Manager to enter into an agreement with the Labiche Architectural
Group,Inc. for the development of professional plans for repairs to Rose Hill Manor and submission to
the Texas Historical Commission,as well as working with the Texas Historical Commission for approval,
in the amount of$34,000.00 plus reimbursables not to exceed$2,500.00.
BUDGETARY AND FISCAL EFFECT
Since the repairs are from two storms, half of the fee will be paid from the Hurricane Fun of Laura and of
Delta. Funds are available in hurricane account#LAURA15-GRE-BUM and#DLTA15-GRE-BUM

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH THE LABICHE ARCHITECTURAL GROUP, INC. OF
BEAUMONT, TEXAS FOR THE DEVELOPMENT OF PROFESSIONAL PLANS FOR
PHASE III REPAIRS TO ROSE HILL MANOR AND SUBMISSION TO THE TEXAS
HISTORICAL COMMISSION, AS WELL AS WORKING WITH THE TEXAS
HISTORICAL COMMISSION FOR APPROVAL, IN THE AMOUNT OF $34,000.00
PLUS REIMBURSABLES NOT TO EXCEED $2,500.00. FUNDS AVAILABLE IN
LAURA15-GRE-BUM AND DLTA15-GRE-BUM.
WHEREAS, Rose Hill Manor requires additional repairs; and
WHEREAS,these repairs will be to the damages from Hurricane Laura and Delta; and
WHEREAS, insurance funds have not been finalized from Hurricane Laura and Delta
for Rose Hill Manor; and
WHEREAS, in order to ensure any future grants or tax credits, it is prudent to develop
professional plans for the repairs of Rose Hill Manor; and
WHEREAS, LaBiche Architectural Group, Inc has done a previous study and report on
Rose Hill Manor, as well as Phase I and II repairs, so they are familiar with the building; and
WHEREAS, said plans must be submitted to the Texas Historical Commission for
approval and assistance is needed for the approval; and
WHEREAS, the LaBiche Architectural Group, Inc. is qualified to perform a professional
assessment, develop professional plans, submission of plans and assistance in the approval of
plans from the Texas Historical Commission.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT,the City Manager is hereby authorized to enter into an agreement with the
LaBiche Architectural Group, Inc. to develop professional plans for Phase III repairs to Rose Hill
Manor and submission to the Texas Historical Commission, as well as working with the Texas
Historical Commission for approval, in substantially the same form as attached here to as Exhibit
«A„

THAT,the funding for said agreement is $34,000.00 plus reimbursables not to exceed
$2,500.00.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

Re:Proposal for Architectural Services—Phase III Hurricane Recovery
ARCHITECTURE
Dear Mr.Burton,
PROJECT CONSULTING
We appreciate the opportunity to submit this proposal for Architectural Services
PLANNING for the referenced project for your approval.The LaBiche Architectural Group,
Inc. (hereinafter"Architect') shall provide to the City of Port Arthur(hereinafter
"Client") the services described below for the compensation described below.
INTERIOR DESIGN This proposal is based upon our experience with historic restoration to comply
with The Texas Historical Commission standards,an onsite evaluation and review
of American Restoration,I LC hurricane recovery proposal email dated February
3,2021 (attached).
PROJECT INFORMATION:
The project,as we understand it,is an exterior restoration of the"Woodworth
House"also known as"Rose Hill Manor"for compliance with the Texas
Historical Commission Standards.As part of our services,our staff and
consultants will visit the project site to verify existing conditions.
SCOPE OF WORK:
The Architect and the Architect's consultants shall perform those services
described below:
1. Verify site conditions and document the following items of work
a. Repair/replace Rotten wood at framing components,columns of
porches and Porte Cochere.
b. Repair/replace columns and capitals at porch and porte cochere.
c. Repair/replace balcony railings.
d. Remove and replace roofing over first floor porches on the east,

south and west elevations.
e. Paint all items mentioned above.
2. Prepare Construction Documents for items listed above and submit to the Texas Historical
Commission for a Preservation Permit.
3. Prepare modifications to the Construction Documents to correspond to City's available funding upon
approval of the construction budget.
4. Assist Owner with bidding.
5. Provide Construction Observation for the project.
6. Terms and conditions for services shall be as outlined in AIA Owner/Architect Contract#B-101 2007.
SCOPE OF WORK/PROBABLE COST OF CONSTRUCTION
The following is a statement of probable cost which our proposal is based upon:American Restoration,LLC
hurricane recovery proposal email dated February 3,2021 and attached stating the total project budget to be
$345,815 including fees and identified as:
1. Architectural Fees $ 34,000
2. Construction $345,815
Total Budget $379,815
COMPENSATION:
The scope of work outlined above will be performed for a fixed fee of Thirty-Four Thousand Dollars
($34,000.00)plus reimbursable expenses and distributed as follows:
❑ Additional Services requested by Client will be charged hourly per the fee schedule attached.
❑Reimbursable expenses shall include all printing required for the project. Other expenses shall be
approved by Owner prior to expenditures. Cost of reimbursable expenses shall be billed at
1.25 times the expenditure,not to exceed Two Thousand Five Hundred Dollars,$2500.
❑ Exclusions:
1. Civil,structural or MEP engineering.
2. Any services related to the Client's due diligence including,but not limited to: obtaining letters of utility
availability and environmental assessments.
