Roberts, E.I.T., M.Eng., M.B.A., Public Works Director RE: P.R. 22055 —Negotiate a contract with Arceneaux Wilson& Cole for development of a master drainage plan and policy. Funding is not needed for this task. Introduction: The intent of this agenda item is to authorize the City Manager to negotiate a contract with Arceneaux Wilson & Cole, LLC for the development of a citywide master drainage plan and policy. Background: The City proposes the development of a citywide master drainage plan and policy guide that identifies potential drainage problems and goals and develops a road map for future drainage- related activities. The master drainage plan was ranked 99th out of 285 projects by the Texas Water Development Board (TWDB), and the City was invited to apply for funding through the TWDB's Flood Infrastructure Funding (FIF)program. The City completed the application,and TWDB approved the City's financial assistance request on June 3, 2021, for$455,000 through its FIF program. Budget Impact: There is no budgetary impact for the contract negotiation. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT FOR THE DEVELOPMENT OF A MASTER DRAINAGE PLAN AND POLICY WITH ARCENEAUX WILSON&COLE, LLC OF PORT ARTHUR,TEXAS. NO BUDGETARY IMPACT. WHEREAS, the City of Port Arthur proposes the development of a citywide master drainage plan that identifies potential drainage problems and goals and develops a road map for future drainage-related activities; and, WHEREAS,the City advertised the request for proposals for engineering service for street and drainage projects on June 23, 2020 with addenda on July 2, 2020, July 6, 2020, and July 7, 2020; and, WHEREAS, engineering consultants submitted their qualifications and, upon review and evaluation, staff determined Arceneaux Wilson & Cole, LLC of Port Arthur, Texas, as the most qualified submitter(see Exhibit A); now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized to negotiate on behalf of the City of Port Arthur,a contract between the City of Port Arthur and Arceneaux Wilson & Cole, LLC of Port Arthur, Texas, for the development of a citywide master drainage plan and policy guide; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
