RE: P.O. 6981—FY20-21 Budget Amendment Number 4
Introduction: Budget amendments are requested to increase appropriations in the General Fund
and the Solid Waste Fund.
$1,050,000 is requested to increase the appropriation to the General Fund. $50,000 is requested
to increase Administration for the purchase of furniture for the Emergency Operations Center
(EOC) space in the newly renovated Press Building. $1,000,000 is requested to be transferred
to the Solid Waste Fund to cover the budget overage.
$1,000,000 is requested to increase the appropriation in the Solid Waste Fund, primarily for
Residential Collections and Landfill Operations. In Residential Collections, continuous
breakdown of garbage trucks made it necessary to use the remaining operable garbage trucks on
an overtime schedule. The unanticipated equipment repairs as well as the additional overtime
resulted in an operating deficit for the Residential Collections Division. Landfill operations also
experienced numerous equipment failures and requirements by the Texas Commission of
Environmental Quality (TCEQ )to bring the Landfill into compliance contributed to the deficit
as well. Currently, the revenue streams for the Solid Waste Fund are not sufficient to cover all
the operating expenditures. The goal is to initiate a rate study for Solid Waste during the
FY2021-2022 budget to evaluate our revenue streams and expenditures. A request is being made
to transfer funds from the General Fund to cover the budget deficits.
Background: The FY 20-21 budget was approved on September 15, 2020. This is the fourth
amendment requested for this budget year.

Budget Impact: The above requests will increase the appropriation and decrease the ending
fund balance in the General Fund by $1,050,000 and the Solid Waste Fund by $1,000,000.
Recommendation: The attached Proposed Ordinance No.6981 amends the budget to provide
sufficient funding in the General Fund and the Solid Waste Fund and we recommend that the
City Council approve it as presented.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY
OF PORT ARTHUR BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1,2020 AND ENDING SEPTEMBER 30,
2021 BY$1,050,000 FOR THE GENERAL FUND AND $1,000,000
FOR THE SOLID WASTE FUND.
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code; and
WHEREAS, on September 15 2020, the City Council approved and adopted Ordinance 20-82
which appropriated the 2020-2021 budget; and
WHEREAS, on March 30, 2021, the City Council approved and adopted Ordinance 21-27 which
amended Ordinance 20-82;
WHEREAS, on April 27, 2021, the City Council approved and adopted Ordinance 21-31 which
amended Ordinance 21-27;
WHEREAS, on June 8, 2021, the City Council approved and adopted Ordinance 21-43
which amended Ordinance 21-31;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following funds/departments Budget be increased (decreased) as shown:

Transfers Out $1,000,000
Solid Waste Fund $1,000,000
Section 3. That Section 4 of Ordinance 20-82 is amended to read:
That there be and is hereby appropriated the sum of Eighty-Seven Million, Two Hundred Thirty
Five Thousand, Three Hundred Thirty Two Dollars ($87,235,332) to the General Fund for the payment
of the Operating Expenses, and necessary Capital Outlay for the City Government for the following

Section 4. That Section 7 of Ordinance 20-82 is amended to read:
That there be and is hereby appropriated the sum of Ten Million, Nine Hundred Eleven
Thousand Eight Hundred Eighty-Six Dollars ($10,911,886) to the Solid Waste Fund for the payment of
the Operating Expenses, and necessary Capital Outlay for the Solid Waste Department.
Section 5. That a copy of the caption of this Ordinance be spread upon the minutes of the City
Council.
Section 6. That this Ordinance shall he effective immediately.
