A RESOLUTION NOMINATING A MEMBER AND/OR MEMBERS TO THE BOARD OF DIRECTORS OF THE ORANGE COUNTY APPRAISAL DISTRICT FOR THE 2022 — 2023 TERM WHEREAS, the terms of the current Board members of the Orange County Appraisal District expires December 31, 2021, as delineated in Exhibit"A", attached hereto; and WHEREAS, there are five (5) positions on the Board; and WHEREAS, the current members of the board are Tim Andrews, Karen Fisher, Laura Floyd, Philip Welch and Dr. Suzonne Crockett; and WHEREAS, the City is entitled to submit a name and/or names for nomination to the Orange County Appraisal District Board of Directors; and WHEREAS, the procedure for nominations to the Orange County Appraisal District Board of Directors must be done by Resolution adopted by the governing body and filed with the Chief Appraiser, prior to October 15, 2021; and WHEREAS, before October 30, the Chief Appraiser will submit to each entity entitled to vote a ballot listing all of the nominees; and WHEREAS, each entity will then cast its votes, again by resolution adopted by the governing body, and submit the resolution to the Chief Appraiser before December 15; and s.pr22036 WHEREAS, the City Council deems it in the best interests of the citizens of Port Arthur to submit a name for nomination to the Board of Directors for the Orange County Appraisal District. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Secretary shall submit the names for nomination to the Orange County Appraisal District, as delineated herein, and shall send a certified copy of this resolution to the District no later than October 15, as follows: CANDIDATE(S): Section 3. All five (5) Appraisal District board positions are open for appointment each odd-numbered year, there are a total of 5,000 votes allocated among the voting entities. The number of votes allocated to your entity is: 52 Before October 15th, taxing units may nominate by resolution adopted by its governing body, one candidate for each position to be filled on the Board of Directors, or any number from one to five candidates. Names of the unit's nominees are submitted to the Chief Appraiser. Board members serve 2-year terms, the next term running from January 1, 2022 to December 31, 2023. The candidates must meet the requirements set forth in the Property Tax Code, Section 6.03(a). After nominations are received, an official ballot will be delivered to your entity by the end of October. Candidate qualifications are: • District resident for at least two (2)years; • Not an employee of a taxing entity unless also serving on the governing body or being an elected official. I have enclosed a timeline as defined by the Texas Property Tax Code as well as a sample nomination resolution. The board of directors that currently serve the Orange County Appraisal District are listed above for your reference. Please let me know if there are questions regarding the election process. Board of Trustees ATTESTED: Secretary of the Board of Trustees 'Q#GE Cpl� ,rj \ 4)1 SAL O Timeline Orange County Appraisal District Board of Directors Election Step 1 —NOTIFIED OF NUMBER OF VOTES —Before October 1st, the Chief Appraiser shall calculate the number of votes and deliver them to each voting unit. PTC Sec 6.03(e) Step 2 — NOMINATE DIRECTORS — Before October 15th, the District will prepare a letter explaining the BOD Election process and include a timeline, total number of votes, as well as a blank resolution for the nomination(s). PTC Sec. 6.03(g) Step 3 — RECEIVE OFFICIAL ELECTION BALLOT — Before October 30th, the Chief Appraiser must prepare and deliver a ballot listing the nominees to the presiding officer of the governing body of each voting unit. PTC Sec 6.03(j) Step 4 — CAST THE VOTES — Before December 15th, each voting unit must cast its vote by written resolution and submit it to the Chief Appraiser. PTC Sec 6.03(k) Step 5 — ANNOUNCE THE RESULTS — Before December 31st, the Chief Appraiser must count the votes and declare the candidates who received the largest vote totals. PTC Sec 6.03(k)
