RESOLUTION NO.
A RESOLUTION IN SUPPORT OF THE COMMUNITY IN-POWER AND
DEVELOPMENT ASSOCIATION'S PORT ARTHUR/GOLDEN
TRIANGLE ENVIRONMENTAL JUSTICE INITIATIVE
WHEREAS, the health, safety and well-being of the City of Port Arthur residents is an
ongoing concern given the city's vulnerable position to the impacts of climate change including
hurricanes, extreme temperatures, and extreme precipitation-driven flood events; and
WHEREAS, the City of Port Arthur is an at-risk community, facing a wide range of
concerns, including climate disasters, disproportionate risk, and environmental hazards; and
WHEREAS, the City of Port Arthur desires to work cooperatively to further the health,
safety and well-being of employees and area residents; and
WHEREAS, the Community in Power and Development Association (CIDA) in
conjunction with the Houston Advanced Research Center (HARC) seeks to present a proposal
to the National Academy of Sciences Gulf Research Program in furtherance of an Environmental
Justice Initiative.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARHTUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That it is in the best interest for the City of Port Arthur to support the
Climate Justice Initiative of the Community in Power and Development Association (CIDA) in
conjunction with the Houston Advanced Research Center (HARC).
Section 3. That the City Secretary shall send a copy of this resolution to the
Community in Power and Development Association (CIDA) to show support for its
Environmental Justice Initiative.
Section 4. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.

Subject: Letter of support for proposal entitled: "Equity Informed Climate Resilience Planning
for a Texas Gulf Coastal Golden Triangle Community At-Risk"
Dear Reviewers,
The City of Port Arthur is pleased to offer this letter of support and commitment for the
Houston Advanced Research Center(HARC)'s Gulf Research Program proposal entitled: "Equity
Informed Climate Resilience Planning for a Texas Gulf Coastal Golden Triangle Community At-
Risk", a collaborative effort of partners including the Community In-Power and Development
Association(CIDA) and Jupiter Data Factory(JDF). Through a stakeholder-led effort this project
will provide actionable science to evaluate climate risks and assess equitable resilience strategies
for the benefit of the at-risk community of Port Arthur in the Golden Triangle region of the Upper
Texas Gulf Coast.
On behalf of the City of Port Arthur, I would like to express our commitment to working
with HARC, CIDA and JDF on this project. Previously, the City worked with HARC and CIDA
to develop and submit a proposal entitled "Collaborative Problem-Solving: Port Arthur/Golden
Triangle Environmental Justice Initiative" to the EPA's Environmental Justice Collaborative
Problem-Solving Cooperative Agreement grant program. As unfunded collaborators on the
project, the City will facilitate stakeholder engagement efforts and provide input and direction on
the resilience and equity planning steps developed as this project moves forward.

In summary, we fully support and commit to the proposed project and look forward to
working with HARC, the CIDA, and JDF to ensure that the project will be fully engaged in the
local community and reflect the equity-informed climate resilience planning goals of the City.
