The City Council of the City of Port Arthur met in Regular Session on Tuesday, August 24, 2021 at 9:36 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Pro Tem Donald Frank, Sr.; Councilmembers Ingrid Holmes, Cal Jones, Thomas Kinlaw, III, and Charlotte Moses; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Mayor Thurman Bill Bartle and Councilmember Kenneth Marks were absent from the Special Meeting. II. PETITIONS & COMMUNICATIONS A. Presentations (1) A Presentation By Staff And Ardurra Regarding Drainage Project Updates And Pending FEMA Projects Ardurra CEO Craig Taffaro gave the above-mentioned presentation. B. Discussions (1) A Discussion Regarding The City Of Port Arthur Fiscal Year 2021-2022 Proposed Budget (Requested By Councilmember Holmes) The above-mentioned discussion was pulled from the agenda. No action or discussion was taken. III. ITEMS REQUIRING INDIVIDUAL ACTION — NON-CONSENT A. Resolutions (1) P.R. No. 22089 — A Resolution Authorizing The City Manager To Repay Funds To The Texas Division Of Emergency Management (TDEM) For Seven (7) FEMA Public Assistance Projects Related To Hurricane Ike In An Amount Not To Exceed $1,116,160.72, Account No. 001- 01-005-5470-00-10-000, Project No. MA7903-OTH-OCS Mayor Pro Tern Frank introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Moses, seconded by Councilmember Jones and carried, Proposed Resolution No. 22089 was adopted becoming Resolution No. 21-350. Voting Yes: Mayor Pro Tern Frank; Councilmembers Holmes, Jones, Kinlaw and Moses. Voting No: None. No. 6988 — An Appropriation Ordinance Amending The City Of Port Arthur Budget For The Fiscal Year Beginning October 1, 2020 And Ending September 30, 2021 By $922,876.00 For The General Fund, $983,700.00 For The Other Employee Benefits Fund, $365,000.00 For The EDC Street Maintenance Fund And $1,380,000.00 For The Capital Budget Mayor Pro Tern Frank introduced the above-mentioned Proposed Ordinance. Upon the motion of Councilmember Moses, seconded by Councilmember Kinlaw and carried, Proposed Ordinance No. 6988 was adopted becoming Ordinance No. 21-60. Voting Yes: Mayor Pro Tern Frank; Councilmembers Holmes, Jones, Kinlaw and Moses. Voting No: None. V. ADJOURNMENT OF MEETING Upon the motion by Councilmember Moses, seconded by Councilmember Jones and carried unanimously, the City Council adjourned their meeting at 11:59 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
